Ulusal istihdam stratejisi (U\u0130S) ile yapacaklar\u0131n\u0131 da t\u00fcm kamuoyu ile payla\u015fm\u0131\u015f durumda. Ulusal istihdam stratejisinde dile gelenlerin hemen hepsi sa\u011fl\u0131k alan\u0131n\u0131 do\u011frudan etkiliyor. Sa\u011fl\u0131k emek\u00e7ileri \u00f6rg\u00fctl\u00fc g\u00fc\u00e7leri ile ulusal istihdam stratejini g\u00fcndemine almal\u0131 ve alternatifini in\u015fa etmek zorunda.<br \/>\nU\u0130S ad\u0131 ile dola\u015fan belgede sermaye \u201cemek piyasas\u0131\u201dn\u0131 olduk\u00e7a kat\u0131 oldu\u011funu s\u00f6yl\u00fcyor. Yani her istedi\u011fini yapamad\u0131\u011f\u0131n\u0131 dile getiriyor. Vah\u015fi \u00e7al\u0131\u015fma ko\u015fullar\u0131, asgari \u00fccretin d\u00fc\u015f\u00fckl\u00fc\u011f\u00fc, i\u015f cinayetleri, i\u015f katliamlar\u0131 her ge\u00e7en g\u00fcn artarken hala sermaye halinden memnun de\u011fil\u2026 \u0130stedi\u011fi emek i\u00e7in yapt\u0131\u011f\u0131 maliyeti en aza indirmek, emek g\u00fcc\u00fcn\u00fcn yeniden \u00fcretimi ad\u0131na kabul etmek zorunda kald\u0131klar\u0131n\u0131 da yeniden emek\u00e7ilere iade etmek. \u0130\u015fe al\u0131rken, i\u015ften atarken, \u00e7al\u0131\u015f\u0131rken her istedi\u011fini yapmak istiyor.<\/p>\n<p>Sermaye \u00f6ncelikle istihdam ko\u015fullar\u0131n\u0131 kat\u0131 buluyor. Bu nedenle ilk talebi ise as\u0131l i\u015fveren tan\u0131m\u0131n\u0131 mu\u011flakla\u015ft\u0131rmak, s\u0131n\u0131rland\u0131rmak. Sermayenin emek ad\u0131na bu istemi bizi nereden ilgilendiriyor diyeceksiniz. Sa\u011fl\u0131k alan\u0131nda emek g\u00fcc\u00fcn\u00fcn da\u011f\u0131l\u0131m\u0131na bakt\u0131\u011f\u0131m\u0131zda ta\u015feron say\u0131s\u0131n\u0131n y\u00fcksekli\u011fi ve her ge\u00e7en g\u00fcn de daha artt\u0131\u011f\u0131n\u0131 unutmamal\u0131y\u0131z. Kamu-\u00f6zel ortakl\u0131\u011f\u0131 uygulamas\u0131 ile de ta\u015feronluk sisteminin sa\u011fl\u0131k alan\u0131nda daha da geni\u015fletilmek istendi\u011fini t\u0131bbi destek hizmetlerinin sunumu, t\u0131bbi hizmetler d\u0131\u015f\u0131ndaki hizmetlerin sunumun yan\u0131 s\u0131ra bizzat sa\u011fl\u0131k hizmetlerinin ta\u015ferona verilmesinin yolu a\u00e7\u0131lmak istendi\u011fini biliyoruz. \u00dcstelik bu ta\u015feronluk uygulamas\u0131n\u0131n kal\u0131c\u0131 (25-49 y\u0131ll\u0131k) hale getirilmek istendi\u011fini biliyoruz.<\/p>\n<p>Ya\u015fad\u0131\u011f\u0131m\u0131z g\u00fcne bakal\u0131m derseniz 11 Eyl\u00fcl-2014 tarihindeki torba yasay\u0131 mutlaka \u201cistihdam g\u00fcvencesi\u201d ba\u011flam\u0131nda g\u00fcndemimize almam\u0131z gerekir. S\u00f6zde ta\u015feronlu\u011fu kald\u0131rmak isteyen AKP h\u00fck\u00fcmeti, daha da yayg\u0131nla\u015ft\u0131rman\u0131n \u00f6n\u00fcn\u00fc a\u00e7an maddeleri torba yasaya ekledi. D\u00fcn illegal olarak \u201chizmetli-hastabak\u0131c\u0131\u201d vb. kadro ile \u00e7al\u0131\u015ft\u0131rd\u0131\u011f\u0131 sa\u011fl\u0131k personelini i\u00e7in hem do\u011frudan ihaleye \u00e7\u0131kmay\u0131 yasaklayan hem de \u00f6n\u00fcn\u00fc a\u00e7an \u00e7eli\u015fkili iki maddenin ikisini de torba yasaya koydu.<\/p>\n<p>11 Eyl\u00fcl 2014 tarihli torba yasan\u0131n madde-11, b f\u0131kras\u0131nda \u201c62 nci maddenin birinci f\u0131kras\u0131n\u0131n (e) bendi uyar\u0131nca yap\u0131lan personel \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131na dayal\u0131 hizmet al\u0131m\u0131 ihaleleri \u00e7er\u00e7evesinde \u00e7al\u0131\u015ft\u0131r\u0131lan personel, ihale ve s\u00f6zle\u015fme konusu i\u015f d\u0131\u015f\u0131nda ba\u015fka bir i\u015fte \u00e7al\u0131\u015ft\u0131r\u0131lamaz ve g\u00f6revlendirilemez. Bu kapsamda, personel \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131na dayal\u0131 hizmet al\u0131m\u0131 ihalesine \u00e7\u0131k\u0131lmamas\u0131 gerekti\u011fi h\u00e2lde ihaleye \u00e7\u0131k\u0131lmas\u0131, uygun g\u00f6r\u00fc\u015f al\u0131nmas\u0131 gereken h\u00e2llerde al\u0131nmadan ihaleye \u00e7\u0131k\u0131lmas\u0131, ihale kapsam\u0131nda \u00e7al\u0131\u015ft\u0131r\u0131lan personelin s\u00f6zle\u015fme konusu i\u015fler d\u0131\u015f\u0131nda \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131, 4857 say\u0131l\u0131 Kanunun 2 nci maddesinin yedinci f\u0131kras\u0131 h\u00fckm\u00fcne ayk\u0131r\u0131l\u0131k te\u015fkil edecek \u015fekilde i\u015flem ve eylemler yap\u0131lmas\u0131 nedeniyle idare aleyhine zarar ortaya \u00e7\u0131kmas\u0131 h\u00e2linde, olu\u015fan bu zararlar, bu zarara neden oldu\u011fu tespit edilenlere r\u00fccu edilmek suretiyle tahsil edilir\u201d deniliyor. Bu maddeyle farkl\u0131 ama\u00e7larla \u00e7\u0131kan ihalelerle i\u015fe al\u0131na sa\u011fl\u0131k emek\u00e7ilerinin illegal \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131na arac\u0131l\u0131k eden y\u00f6neticilere mali ve hukuki sorumluluklar y\u00fckleniyor. Yine ayn\u0131 torba yasan\u0131n madde-10, e bendi 2 nolu k\u0131sm\u0131nda \u201c4857 say\u0131l\u0131 Kanunun 2 nci maddesinin yedinci f\u0131kras\u0131 esas al\u0131nmak suretiyle, idareye ait bir i\u015fyerinde y\u00fcr\u00fct\u00fclen as\u0131l i\u015fin bir b\u00f6l\u00fcm\u00fcnde idarenin ve i\u015fin gere\u011fi ile teknolojik nedenlerle uzmanl\u0131k gerektiren i\u015flerde hizmet al\u0131m\u0131 ihalesine \u00e7\u0131k\u0131labilir.\u201d denilerek y\u00f6neticilere \u00e7aresizlikten kurtar\u0131l\u0131yor ve kal\u0131c\u0131 yol g\u00f6steriliyor: sa\u011fl\u0131k personeli ihaleleri\u2026 As\u0131l i\u015fveren, alt i\u015fveren kapsam\u0131ndaki i\u015flerin tan\u0131mlanmas\u0131 bakanlar kuruluna b\u0131rak\u0131lm\u0131\u015f durumda&#8230; Hen\u00fcz sa\u011fl\u0131k alan\u0131 i\u00e7in as\u0131l i\u015fveren-alt i\u015fveren tan\u0131m\u0131 yap\u0131lm\u0131\u015f de\u011fil\u2026 Ancak sa\u011fl\u0131k emek\u00e7ileri olarak 2015 d\u00f6nemine ait devlet ve \u00fcniversite hastanelerinin sa\u011fl\u0131k personeli ihalesine \u00e7\u0131kaca\u011f\u0131 ile ilgili duyumlar\u0131m\u0131z fazla\u2026 \u0130halelerde \u00f6zellikle hem\u015fire ve cihaz ile birlikte sa\u011fl\u0131k personeli al\u0131m\u0131n\u0131n \u00f6n plana \u00e7\u0131kaca\u011f\u0131 bekleniyor. Dayanak g\u00f6sterilen torba yasan\u0131n ilgili maddelerinin mu\u011flakl\u0131\u011f\u0131 nedeniyle sendikalar\u0131m\u0131z\u0131n ve meslek \u00f6rg\u00fctlerinin hukuki yollara ba\u015fvurman\u0131n \u00f6ncelikli g\u00f6revleri aras\u0131nda oldu\u011funu s\u00f6yleyebiliriz.<\/p>\n<p>Torba yasayla gelen sa\u011fl\u0131k\u00e7\u0131 ihalelerini basit bir s\u00f6ylemle illegal \u00e7al\u0131\u015ft\u0131r\u0131lan sa\u011fl\u0131k personelinin \u00e7al\u0131\u015fmas\u0131n\u0131n legal hale getirilmesi gibi bakarak ge\u00e7i\u015ftirebiliriz. Bununla birlikte as\u0131l i\u015fveren ile ilgili tan\u0131m\u0131n esnetilmesinin sa\u011fl\u0131k aln\u0131nda istenilen her i\u015fin (ameliyathane, yo\u011fun bak\u0131m, t\u00fcm tan\u0131sal i\u015flemler, tedavi ile ilgili giri\u015fimsel m\u00fcdahalelerin t\u00fcm\u00fc, hatta sa\u011fl\u0131k fak\u00fclteleri\/y\u00fcksek okullar\u0131 i\u00e7in e\u011fitimin bir k\u0131sm\u0131 vb.) ta\u015ferona verilmesinin yolunun a\u00e7\u0131lmas\u0131 diye ele almal\u0131y\u0131z. \u00d6nemli g\u00fcndemlerimizden olan \u015fehir hastanelerinin K\u00d6O y\u00f6ntemiyle ihaleye \u00e7\u0131k\u0131lmas\u0131yla birlikte de\u011ferlendirildi\u011finde, torba yasayla ihaleye kazanan konsorsiyumlara devredilecek hizmetler i\u00e7in ta\u015feronlu\u011fun kapsam\u0131n\u0131n geni\u015fletildi\u011fi ve kal\u0131c\u0131 hale getirilerek b\u00fcy\u00fck avantaj sa\u011flanmak istendi\u011fini rahatl\u0131kla s\u00f6yleyebiliriz. 2010-2014 y\u0131llar\u0131 aras\u0131nda sa\u011fl\u0131k alan\u0131nda kay\u0131t d\u0131\u015f\u0131l\u0131kta art\u0131\u015f\u0131n alt\u0131 kat\u0131 buldu\u011fu belirtiliyor. \u0130stihdam g\u00fcvencesi a\u00e7\u0131s\u0131ndan ciddi bir tehdit olarak \u201ckamu personeli rejimi\u201d ile ilgili haz\u0131rl\u0131kt\u0131r. Mevcut kamu \u00e7al\u0131\u015fanlar\u0131n\u0131 s\u00f6zle\u015fmeli stat\u00fcs\u00fcne ge\u00e7irmeyi hedefleyen \u00e7al\u0131\u015fman\u0131n her an AKP h\u00fck\u00fcmetinin kendini rahat hissetti\u011fi bir d\u00f6nemde kar\u015f\u0131m\u0131za \u00e7\u0131kabilece\u011fini biliyoruz.U\u0130S&#8217;de kamuoyunu en \u00e7ok i\u015fgal eden ba\u015fl\u0131klardan birisi de k\u0131dem tazminat\u0131n\u0131n kald\u0131r\u0131lma istemidir..<\/p>\n<p>\u015eu ana i\u00e7in \u00f6zel sekt\u00f6rde \u00e7al\u0131\u015fan sa\u011fl\u0131k personeli ilgilendiren konunun t\u00fcm kamu emek\u00e7ilerini de etkiyecek \u015fekilde geni\u015fletilece\u011fini \u00f6ng\u00f6rebiliriz. \u0130\u015f\u00e7i stat\u00fcs\u00fcnde \u00e7al\u0131\u015fanlar i\u00e7in belirsiz s\u00fcreli \u00e7al\u0131\u015fan emek\u00e7ilerin en b\u00fcy\u00fck g\u00fcvencesi olan k\u0131dem tazminat\u0131 kald\u0131r\u0131lmak isteniyor. Hedef t\u00fcm \u00e7al\u0131\u015fanlar\u0131n e\u015fitlenmesi!!! Ta\u015ferona ba\u011fl\u0131 \u00e7al\u0131\u015fma ko\u015fullar\u0131na sahip olmas\u0131\u2026 Kamu personel rejimi ile getirilecek s\u00f6zle\u015fmeli \u00e7al\u0131\u015fma rejiminin bu meseleden do\u011frudan etkilenece\u011fini s\u00f6yleyebiliriz.<\/p>\n<p>Sermayenin kat\u0131 buldu\u011fu ikinci ba\u015fl\u0131k \u201c\u00fccret g\u00fcvencesi\u201d ile ilgili b\u00f6lgesel asgari \u00fccret tart\u0131\u015fmas\u0131d\u0131r. Sa\u011fl\u0131k alan\u0131nda mevcut 180 bini bulan ta\u015feron say\u0131s\u0131 ve \u00f6zel sekt\u00f6rde \u00e7al\u0131\u015fan sa\u011fl\u0131k emek\u00e7ilerini dikkate ald\u0131\u011f\u0131m\u0131zda asgari \u00fccret \u00f6nemli bir meseledir. U\u0130S&#8217;de istenilen sosyo-ekonomik geli\u015fmi\u015flik b\u00f6lgelerine g\u00f6re asgari \u00fccretin esnetilmesidir. T\u00fcrkiye&#8217;nin genelindeki b\u00f6lgesel farkl\u0131l\u0131klar\u0131n yan\u0131s\u0131ra her ilin kendi i\u00e7inde bu farkl\u0131l\u0131klar\u0131 bar\u0131nd\u0131rd\u0131\u011f\u0131, temel \u00fccret olan asgari \u00fccrette dahi sa\u011fl\u0131k emek\u00e7ilerinin katmanla\u015fmas\u0131n\u0131 art\u0131raca\u011f\u0131n\u0131 s\u00f6yleyebiliriz. Sa\u011fl\u0131k emek\u00e7ilerinin \u00fccretlendirilmelerinin asgari \u00fccret + performansa dayal\u0131 \u00fccretlendirme politikas\u0131na do\u011fru y\u00f6nelim g\u00f6stermesi asgari \u00fccret m\u00fccadelesini ne kadar \u00f6nemli oldu\u011funu g\u00f6stermektedir. \u00dcniversite hastanelerinde ba\u015flayan d\u00f6ner sermayeye ba\u011fl\u0131 \u00e7al\u0131\u015fanlar\u0131n \u00fccretlerinin bireysel performans yolu ile kar\u015f\u0131lanmas\u0131 uygulamalar\u0131n\u0131n h\u0131zla yayg\u0131nla\u015faca\u011f\u0131 d\u00fc\u015f\u00fcn\u00fcld\u00fc\u011f\u00fcnde asgari \u00fccretin insanca ya\u015fam i\u00e7in yeterli bir d\u00fczeye eri\u015ftirilmesi i\u00e7in yap\u0131lacaklar \u00f6nem kazanmaktad\u0131r. Asgari \u00fccretin yan\u0131nda par\u00e7a ba\u015f\u0131 \u00fccretlendirme anlam\u0131na gelen performans\u0131n son aylarda g\u00fcndeme gelen sa\u011fl\u0131k kurumlar\u0131n\u0131n verimlili\u011fi ile ilgili y\u00f6netmelik de\u011fi\u015fiklikleriyle g\u00fcndemimize tamamen yerle\u015fti\u011fini s\u00f6yleyebiliriz.<\/p>\n<p>U\u0130S ba\u011flam\u0131nda ele al\u0131nan konulardan biriside 4+4+4 uygulamas\u0131 ile g\u00fcndeme gelen sermaye i\u00e7in ucuz emek g\u00fcc\u00fc yeti\u015ftirilmesi. Bu uygulama sa\u011fl\u0131k alan\u0131nda sa\u011fl\u0131k meslek liselerinin hem kamu hem \u00f6zelde yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131, hekim yard\u0131mc\u0131s\u0131, hem\u015fire yard\u0131mc\u0131s\u0131, teknikerlikler, klinik destek personel vb. ba\u015fl\u0131klarla dile getirilen sa\u011fl\u0131k personeli say\u0131s\u0131n\u0131n ve \u00e7e\u015fitlili\u011finin art\u0131r\u0131lmas\u0131 ger\u00e7e\u011fidir. \u0130stenilen, i\u015fi daha az bir e\u011fitimden ge\u00e7en sa\u011fl\u0131k personeline daha ucuza yapt\u0131rman\u0131n yolunun a\u00e7\u0131lmas\u0131d\u0131r.<\/p>\n<p>Son d\u00f6nem birinci basamakta n\u00f6betler, asistan say\u0131s\u0131ndaki yetersizli\u011fe ba\u011fl\u0131 artan \u00e7al\u0131\u015fma saatleri ve i\u015f yo\u011funlu\u011fu, \u00f6zel sekt\u00f6rde yasal \u00e7al\u0131\u015fma s\u00fcrelerini a\u015fan zorla \u00e7al\u0131\u015ft\u0131rma rejimi ile \u201c\u00e7al\u0131\u015fma s\u00fcrelerindeki g\u00fcvencesiz\u201d g\u00fcndemde \u00f6nemli yer i\u015fgal ediyor. \u0130\u015f yasas\u0131nda g\u00fcnl\u00fck, haftal\u0131k, ayl\u0131k ve y\u0131ll\u0131k maksimum \u00e7al\u0131\u015fma s\u00fcreleri tan\u0131mlansa da kamu emek\u00e7ileri i\u00e7in belirsizli\u011fini s\u00fcrd\u00fcr\u00fcyor. Asistanl\u0131k s\u00fcrecinde e\u011fitim bahanesi ile g\u00fcndeme gelen fazla \u00e7al\u0131\u015ft\u0131rma, birinci basamakta da haftada en az sekiz saat vurgusu ile \u00e7al\u0131\u015fma ya\u015fam\u0131na sokulmak isteniyor. Kapitalistle\u015fen sa\u011fl\u0131k (t\u0131bbi) hizmetleri i\u00e7in \u00e7al\u0131\u015fma saatleri mutlak ve g\u00f6reli emek s\u00f6m\u00fcr\u00fcs\u00fc anlam\u0131n\u0131 ta\u015f\u0131yor. Kapitalistle\u015fen t\u0131p sa\u011fl\u0131k emek\u00e7ilerinin her bir saniyesini art\u0131 de\u011fere d\u00f6n\u00fc\u015ft\u00fcrmek i\u00e7in elinden geleni yap\u0131yor. Bir yandan yasa, y\u00f6netmeliklerle s\u00fcreleri esnetirken, di\u011fer yandan \u201c\u00e7o\u011fu azla yapmak\u201d diye \u00f6zetlenen sa\u011fl\u0131k alan\u0131nda yal\u0131n \u00fcretim ile art\u0131 de\u011fere d\u00f6nmeyen faaliyetler en aza indirilmeye \u00e7al\u0131\u015f\u0131l\u0131yor. \u00dcstelik teknolojik yeniliklerle birim zamanda yap\u0131lan i\u015flerin (tedavi ve tan\u0131sal i\u015flemler) artmas\u0131, hastalar\u0131n hastanede ortalama kal\u0131\u015f s\u00fcrelerinin k\u0131salmas\u0131, \u00e7oklu g\u00f6revler gibi uygulamalar ile sa\u011fl\u0131k emek\u00e7ilerinin her saniyesi art\u0131 de\u011fere d\u00f6nd\u00fcr\u00fclmek isteniyor.<\/p>\n<p>Sermayenin U\u0130S ba\u011flam\u0131nda t\u00fcm emek\u00e7ilere y\u00f6nelik sald\u0131r\u0131lar\u0131n\u0131n nedensiz olmad\u0131\u011f\u0131n\u0131 hat\u0131rlatmak gerekir. Bizzat sa\u011fl\u0131k alan\u0131n\u0131 yeni de\u011ferlenme alan\u0131 olarak g\u00f6rmesi, sa\u011fl\u0131k hizmetlerinde kapitalist \u00fcretim ili\u015fkilerini yerle\u015ftirmesi, emek\u00e7ileri vah\u015fi \u00e7al\u0131\u015fma ko\u015fullar\u0131na zorlamas\u0131 ya\u015fad\u0131\u011f\u0131 derin krizi nedeniyledir. Bu krizin kolay atlat\u0131lamayaca\u011f\u0131 ve t\u00fcm bedelinin emek\u00e7ilere y\u00fcklenece\u011fini hepimiz biliyoruz. Unutulmamas\u0131 gereken kriz emek\u00e7iler lehinde de a\u015f\u0131labilece\u011fi ger\u00e7e\u011fidir.
