Bu tart\u0131\u015fmalardaki temel g\u00f6r\u00fc\u015fler ve de\u011ferlendirmeler sonucunda sonu\u00e7 bildirgemiz haz\u0131rlanm\u0131\u015ft\u0131r<\/p>\n<p style=\"text-align: justify;\">25-26 N\u0130SAN 2015 T\u0130S KURULTAYI SONU\u00c7 B\u0130LD\u0130RGES\u0130<\/p>\n<p style=\"text-align: justify;\">Sendikam\u0131z 25-26 Nisan tarihlerinde Ankara\u2019da Toplu \u0130\u015f S\u00f6zle\u015fmesi kurultay\u0131n\u0131 ger\u00e7ekle\u015ftirmi\u015ftir.<br \/>\nKurultayda, toplu s\u00f6zle\u015fmeli grev hakk\u0131n\u0131n ortadan kald\u0131r\u0131ld\u0131\u011f\u0131 ve toplu s\u00f6zle\u015fme imza yetkisinin yanda\u015f sendikalara tan\u0131nd\u0131\u011f\u0131 bir ortamda m\u00fccadele perspektifimizin nas\u0131l kurgulanmas\u0131 gerekti\u011fi \u00fczerine tart\u0131\u015fmalar y\u00fcr\u00fct\u00fclm\u00fc\u015ft\u00fcr. Bu tart\u0131\u015fmalardaki temel g\u00f6r\u00fc\u015fler ve de\u011ferlendirmeler,<br \/>\n\u0130ktidar yanda\u015f sendikalar\u0131yla birlikte T\u0130S s\u00fcrecini \u015fimdiden g\u00fcd\u00fck b\u0131rakm\u0131\u015f ve emek\u00e7ilerle muhatapl\u0131k ili\u015fkisinden ka\u00e7maya \u00e7al\u0131\u015fmaktad\u0131r. Y\u00fczdelik zamlar ve daralt\u0131lm\u0131\u015f taleplere s\u0131k\u0131\u015ft\u0131r\u0131lan T\u0130S s\u00fcreci toplum taraf\u0131nda kar\u015f\u0131l\u0131k bulamad\u0131\u011f\u0131 gibi, iktidar\u0131n manip\u00fclasyonu ile de emek\u00e7iler yaln\u0131zla\u015ft\u0131r\u0131lmaktad\u0131r. Bundan dolay\u0131 \u00f6n\u00fcm\u00fczdeki d\u00f6nemin T\u0130S muhatab\u0131 toplum\u2019dur. \u00d6n\u00fcm\u00fczdeki d\u00f6nemin m\u00fccadele program\u0131n\u0131n temel ba\u015fl\u0131\u011f\u0131 \u201cg\u00fcvencesizlik\u201d olu\u015ftururken bu durum ayn\u0131 zamanda toplumun \u201csa\u011fl\u0131k g\u00fcvencesizli\u011fi\u201d anlam\u0131na da gelmektedir.<br \/>\nBu nedenle de \u00f6n\u00fcm\u00fczdeki d\u00f6nem sa\u011fl\u0131k ve sosyal hizmet emek\u00e7ilerinin taleplerinin yan\u0131 s\u0131ra \u201cToplumun Sa\u011fl\u0131k G\u00fcvencesi\u201d temas\u0131n\u0131 da \u00f6ne \u00e7\u0131kart\u0131lmas\u0131 gerekmektedir..<\/p>\n<p style=\"text-align: justify;\">Sendikam\u0131z, grevli toplu s\u00f6zle\u015fme hakk\u0131n\u0131n ger\u00e7ek anlamda tan\u0131nmas\u0131 ve bu hakk\u0131n fiili olarak hayata ge\u00e7irilmesi i\u00e7in m\u00fccadelesini ve perspektifini var olan yasalar ve k\u0131s\u0131tl\u0131 uygulamalarla s\u0131n\u0131rlamaks\u0131z\u0131n fiili bir m\u00fccadele hatt\u0131n\u0131 \u00f6rg\u00fctlemek \u00fczere bir kararl\u0131l\u0131k ifade etmi\u015ftir<\/p>\n<p style=\"text-align: justify;\">1- Toplu s\u00f6zle\u015fme s\u00fcrecinin, h\u00fck\u00fcmet ve yanda\u015f sendika d\u00fczlemine s\u0131k\u0131\u015fm\u0131\u015f bir s\u00fcre\u00e7 olmaktan \u00e7\u0131kart\u0131lmas\u0131 i\u00e7in uzun soluklu bir m\u00fccadele perspektifinin olu\u015fturulmas\u0131<\/p>\n<p style=\"text-align: justify;\">2- Toplu s\u00f6zle\u015fmenin en geni\u015f anlam\u0131yla sa\u011fl\u0131k ve sosyal hizmet emek\u00e7ilerinin taleplerinin yan\u0131 s\u0131ra halk\u0131n taleplerinin de g\u00fcndemle\u015ftirildi\u011fi ve toplumsalla\u015ft\u0131r\u0131ld\u0131\u011f\u0131, hak kay\u0131plar\u0131na kar\u015f\u0131 \u00f6rg\u00fctlenme m\u00fccadelesinin ivme kazanaca\u011f\u0131 bir s\u00fcre\u00e7 olarak ele al\u0131nmas\u0131 gereklili\u011fi \u00fczerine yo\u011funla\u015fm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bu s\u00fcre\u00e7lerin bir ad\u0131m\u0131 olarak t\u00fcm sa\u011fl\u0131k ve sosyal hizmet emek\u00e7ilerini kapsayan talepler ve emek\u00e7ilerin ya\u015fad\u0131klar\u0131 hak kay\u0131plar\u0131 ile nitelikli, eri\u015filebilir, anadilinde ve \u00fccretsiz sa\u011fl\u0131k ve sosyal hizmet hakk\u0131 taleplerini belirlemek, emek\u00e7ileri bu talepler etraf\u0131nda birle\u015ftirecek bir m\u00fccadele platformu olu\u015fturulmas\u0131 bir hedef olarak benimsenmi\u015ftir.<\/p>\n<p style=\"text-align: justify;\">3- M\u00fccadele ortak bir \u015fekilde y\u00fcr\u00fct\u00fclmeli ve t\u00fcm emek\u00e7ilerin \u00fcye &#8211; sendika ayr\u0131m\u0131 olmaks\u0131z\u0131n birlikte \u00f6rg\u00fctlenebilmesi gerekmektedir.<\/p>\n<p style=\"text-align: justify;\">Kurultay \u00f6ncesinde i\u015fyerlerinde, \u015fube ve temsilciliklerimizde \u00fcyelerimiz ve \u00fcye olmayan emek\u00e7iler ile birlikte anketler, toplant\u0131lar ve \u00e7al\u0131\u015ftaylar arac\u0131l\u0131\u011f\u0131 ile olu\u015fturulan talepler, kurultayda alt\u0131 konu ba\u015fl\u0131\u011f\u0131 alt\u0131nda ger\u00e7ekle\u015ftirilen at\u00f6lye \u00e7al\u0131\u015fmalar\u0131 ile bir araya getirilmi\u015ftir.<br \/>\nAt\u00f6lye ba\u015fl\u0131klar\u0131m\u0131z:<\/p>\n<p style=\"text-align: justify;\">1-\u00dccret ve \u00f6zl\u00fck haklar\u0131, (mali haklar)<br \/>\n2-Sosyal haklar,<br \/>\n3-\u00c7al\u0131\u015fma ko\u015fullar\u0131 ve ili\u015fkileri<br \/>\n4-Kamu emek\u00e7ilerinin sa\u011fl\u0131k ve g\u00fcvenli\u011fi ile sosyal g\u00fcvenlik<br \/>\n5-Y\u00f6netime kat\u0131lma ve demokratikle\u015ftirme,<br \/>\n6-Kad\u0131n emek\u00e7ilerin haklar\u0131<\/p>\n<p style=\"text-align: justify;\">1. Sa\u011fl\u0131k ve sosyal hizmet emek\u00e7ilerinin talepleri halk\u0131n sa\u011fl\u0131k ve sosyal hizmet hakk\u0131ndan ba\u011f\u0131ms\u0131z ve ayr\u0131 de\u011fildir. T\u0130S taleplerimizi olu\u015ftururken ve bunlar\u0131 kamuoyu ve hizmet alanlarla payla\u015f\u0131rken, bu ba\u011flant\u0131y\u0131 daha g\u00f6r\u00fcn\u00fcr hale getirmemiz gerekmektedir<br \/>\n2. Sa\u011fl\u0131k ve sosyal hizmetlerde demokratikle\u015fmenin, halk aya\u011f\u0131 olmadan ger\u00e7ekle\u015fmeyece\u011fi ve bu sebeple b\u00fct\u00fcn s\u00fcre\u00e7lerinde emek\u00e7iler ve \u00f6rg\u00fctleri ile birlikte t\u00fcm toplumun dahil edilmesi ve bu durum ile ilgili gerekli mekanizmalarin olu\u015fturulmas\u0131 gerekmektedir<br \/>\n3. Uzun s\u00fcredir m\u00fccadele y\u00fcr\u00fctt\u00fc\u011f\u00fcm\u00fcz insanca ya\u015fayaca\u011f\u0131m\u0131z temel \u00fccret, ek \u00f6demelerin emeklili\u011fe yans\u0131t\u0131lmas\u0131, sa\u011fl\u0131k ve sosyal hizmet emek\u00e7ilerinin fiili hizmet hakk\u0131, asgari \u00fccretten kesilen vergi ve di\u011fer t\u00fcm kesintilerin kald\u0131r\u0131lmas\u0131, g\u00fcvencesiz \u00e7al\u0131\u015ft\u0131rman\u0131n kald\u0131r\u0131lmas\u0131 ve t\u00fcm \u00e7al\u0131\u015fanlar\u0131n kadroya al\u0131nmas\u0131, sa\u011fl\u0131k ve sosyal hizmet hakk\u0131n\u0131n herkes i\u00e7in \u00fccretsiz, eri\u015filebilir, nitelikli ve anadilinde olmas\u0131 toplu s\u00f6zle\u015fme s\u00fcrecinde y\u00fcr\u00fctece\u011fimiz \u00e7al\u0131\u015fmalarda temel taleplerimizin ba\u015f\u0131nda olacakt\u0131r.<\/p>\n<p style=\"text-align: justify;\">At\u00f6lyelerde y\u00fcr\u00fct\u00fclen tart\u0131\u015fma sonu\u00e7lar\u0131ndan konfederasyonumuzca ortakla\u015ft\u0131r\u0131lacak metin i\u00e7in \u015fu tavsiye kararlar\u0131 \u00e7\u0131km\u0131\u015ft\u0131r:<\/p>\n<p style=\"text-align: justify;\">-Ba\u015fta aile tan\u0131m\u0131 olmak \u00fczere toplu s\u00f6zle\u015fme metninde yer alan t\u00fcm tan\u0131m ve kavramlar\u0131n toplumsal cinsiyet e\u015fitli\u011fi temelinde g\u00f6zden ge\u00e7irilmesi ve bu y\u00f6nde ve gerekli de\u011fi\u015fikliklerin yap\u0131lmas\u0131 gerekmektedir.<\/p>\n<p style=\"text-align: justify;\">-KESK\u2019in daha \u00f6nceki toplu s\u00f6zle\u015fme metinlerinde de yer alan yurtta\u015fl\u0131k \u00f6dene\u011fi kavram\u0131n\u0131n vatanda\u015f olanlarla s\u0131n\u0131rlanmaks\u0131z\u0131n herkesi kapsayacak bi\u00e7imde ele al\u0131nmas\u0131 gerekti\u011fi vurgulanm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">-Toplu s\u00f6zle\u015fme talepleri aras\u0131nda \u00f6nemli bir ba\u015fl\u0131k olan kre\u015f, servis, yemek gibi t\u00fcm hizmetlerin ayr\u0131m ve stat\u00fc fark\u0131 g\u00f6zetmeksizin t\u00fcm sa\u011fl\u0131k ve sosyal hizmet emek\u00e7ileri i\u00e7in \u00fccretsiz ve nitelikli olmas\u0131n\u0131n yan\u0131 s\u0131ra bu hizmetlerin ta\u015feron \u015firketler arac\u0131l\u0131\u011f\u0131yla ve g\u00fcvencesiz emek ile de\u011fil kamu eliyle ve g\u00fcvenceli emek\u00e7iler \u00fczerinden sunulmas\u0131 gerekti\u011fi vurgulanm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">&#8211; \u0130\u015fyerlerinden ba\u015flayarak kamu hizmetinin \u00fcretildi\u011fi ve \u00f6rg\u00fctlendi\u011fi t\u00fcm birimlerde emek\u00e7ilerin e\u015fit bi\u00e7imde y\u00f6netime kat\u0131lmas\u0131 ve y\u00f6netimlerin demokratikle\u015ftirilmesi i\u00e7in m\u00fccadele edilmesi gerekmektedir.<br \/>\n&#8211; Sa\u011fl\u0131k ve sosyal hizmet alan\u0131 iktidar\u0131n ve hiyerar\u015finin en belirgin ya\u015fand\u0131\u011f\u0131 alanlardan biridir. Bu nedenle emek\u00e7ilerinin sa\u011fl\u0131k ve sosyal hizmet alan\u0131nda her kademedeki y\u00f6neticileri se\u00e7ebilece\u011fi demokratik bir se\u00e7im sisteminin olu\u015fturulmas\u0131 ve se\u00e7ilen y\u00f6neticilerin belirli bir s\u00fcre s\u0131n\u0131r\u0131 ile se\u00e7ilip yine sa\u011fl\u0131k emek\u00e7ileri taraf\u0131ndan geri \u00e7a\u011fr\u0131labilece\u011fi, sendika, dernek ve meslek odalar\u0131ndan temsilcilerin s\u00fcrece dahil olaca\u011f\u0131 mekanizmalar\u0131n olu\u015fturulmas\u0131<br \/>\n-Sa\u011fl\u0131k ve sosyal hizmet alan\u0131 toplumsal cinsiyet e\u015fitsizli\u011finin en yo\u011fun ya\u015fand\u0131\u011f\u0131 alanlardan bir tanesidir. T\u00dc\u0130K verilerine g\u00f6re \u00e7al\u0131\u015fanlar\u0131n %67\u2019sinin kad\u0131n oldu\u011fu ve kad\u0131n eme\u011finin bu kadar yo\u011fun oldu\u011fu bir alan olmas\u0131na ra\u011fmen toplumsal cinsiyet e\u015fitsizli\u011finin bir yans\u0131mas\u0131 olarak kad\u0131n eme\u011fi bak\u0131m hizmetlerine s\u0131k\u0131\u015ft\u0131r\u0131lm\u0131\u015f ve karar verme s\u00fcre\u00e7lerinde yok say\u0131lm\u0131\u015ft\u0131r. Bu nedenle y\u00f6netim kademeleri i\u00e7in pozitif ayr\u0131mc\u0131l\u0131k ilkesi g\u00f6zetilerek kad\u0131n kotalar\u0131 getirilmelidir.<br \/>\n-Asgari \u00fccret yoksulluk s\u0131n\u0131r\u0131 \u00fczerine \u00e7\u0131kart\u0131lmal\u0131 ve asgari \u00fccret \u00fczerindeki t\u00fcm vergi ve kesintiler kald\u0131r\u0131lmal\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\">-\u0130\u015fyerlerinde emek\u00e7ilerin g\u00fcvenli\u011fi ile ilgili \u00f6nlemler al\u0131nmal\u0131 ve bazen \u00f6l\u00fcm ile bile sonu\u00e7lanabilen riskleri bertaraf edecek d\u00fczenlemeler toplu s\u00f6zle\u015fme metinlerinde \u00f6ne \u00e7\u0131kart\u0131lmal\u0131 ve bu konuda uluslararas\u0131 s\u00f6zle\u015fmelerin standartlar\u0131 vurgulanmal\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\">Y\u00fcr\u00fct\u00fclen tart\u0131\u015fmalar\u0131n genel \u00e7er\u00e7evesi \u015fu \u015fekildedir:<\/p>\n<p style=\"text-align: justify;\">1-\u00d6rg\u00fctlenme ve ifade \u00f6zg\u00fcrl\u00fc\u011f\u00fcn\u00fcn yan\u0131 s\u0131ra protesto hakk\u0131n\u0131n \u00f6n\u00fcndeki t\u00fcm engeller kald\u0131r\u0131lmal\u0131d\u0131r. Emek\u00e7ilerin y\u00f6netime ve karar alma mekanizmalar\u0131na her d\u00fczeyde kat\u0131l\u0131m\u0131 sa\u011flanmal\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\">2- T\u00fcm emek\u00e7iler g\u00fcvenceli \u00e7al\u0131\u015fma hakk\u0131na kavu\u015fturulmal\u0131d\u0131r. Ta\u015feron \u015firketler arac\u0131l\u0131\u011f\u0131yla mal ve hizmet al\u0131m\u0131, g\u00fcvencesiz bi\u00e7imde personel \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131, performansa dayal\u0131 \u00e7al\u0131\u015fma sistemi hem i\u015f bar\u0131\u015f\u0131n\u0131 bozmakta, hem i\u015f kazalar\u0131n\u0131n ve \u00f6l\u00fcmlerin art\u0131\u015f\u0131na sebep olmakta hem de \u00fcretilen hizmetin niteli\u011fini bozmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">3- Emek\u00e7ilerin sa\u011fl\u0131\u011f\u0131n\u0131 ve g\u00fcvenli\u011fini tehdit eden, sa\u011fl\u0131k ve sosyal hizmeti halk i\u00e7in de hak olmaktan \u00e7\u0131kart\u0131p paras\u0131 olan\u0131n yararlanabildi\u011fi metaya d\u00f6n\u00fc\u015ft\u00fcren neoliberal sa\u011fl\u0131k, sosyal g\u00fcvenlik ve sosyal hizmet politikalar\u0131ndan derhal vazge\u00e7ilmelidir. Anne-\u00e7ocuk ve kad\u0131n sa\u011fl\u0131\u011f\u0131 konusundaki t\u00fcm hizmetler \u00f6zellikle de koruyucu sa\u011fl\u0131k hizmetleri vatanda\u015f olan\/olmayan ayr\u0131m\u0131 g\u00f6zetmeksizin herkes i\u00e7in \u00fccretsiz, eri\u015filebilir ve anadilinde verilmelidir.<\/p>\n<p style=\"text-align: justify;\">4-\u0130\u015f\u00e7i sa\u011fl\u0131\u011f\u0131 ve i\u015fyeri g\u00fcvenli\u011fi konusunda i\u015fyerlerinden ba\u015flayarak t\u00fcm karar alma mekanizmalar\u0131 emek\u00e7ileri i\u00e7erecek bi\u00e7imde demokratikle\u015ftirilmeli ve \u00e7al\u0131\u015f\u0131lan birimlerin ve emek\u00e7ilerin \u00f6zel ihtiya\u00e7lar\u0131 ve ko\u015fullar\u0131 g\u00f6z \u00f6n\u00fcnde bulundurularak i\u015fyerlerinde sa\u011fl\u0131k ve g\u00fcvenlik ile ilgili d\u00fczenlemeler uluslararas\u0131 s\u00f6zle\u015fmeler de g\u00f6zetilerek yerine getirilmelidir. \u0130\u015f yerlerinde sa\u011fl\u0131k emek\u00e7ilerine y\u00f6nelik din, etnisite, cinsel y\u00f6nelim ve cinsiyet kimli\u011fi, engellilik, ya\u015f vb. kaynakl\u0131 ayr\u0131mc\u0131l\u0131k bi\u00e7imlerine yol veren t\u00fcm uygulamalar kald\u0131r\u0131lmal\u0131, ayr\u0131mc\u0131l\u0131kla m\u00fccadele i\u00e7in ba\u015fvuru masalar\u0131 olu\u015fturulmal\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\">5-Sa\u011fl\u0131k ve sosyal hizmetler alan\u0131ndaki en d\u00fc\u015f\u00fck \u00fccret yoksulluk s\u0131n\u0131r\u0131n\u0131n \u00fcst\u00fcnde olmal\u0131 ve asgari \u00fccretten herhangi bir kesinti yap\u0131lmamal\u0131d\u0131r. T\u00fcm emek\u00e7iler artan milli gelirden refah pay\u0131 almal\u0131 ve \u00fccretler enflasyondan korunmal\u0131d\u0131r. E\u015fit i\u015fe e\u015fit \u00fccret \u00f6denmelidir. \u00dccretler belirlenirken, mesai, fazla \u00e7al\u0131\u015fma, riskli birimlerde \u00e7al\u0131\u015fma, hafta sonu \u00e7al\u0131\u015fma, resmi tatillerde \u00e7al\u0131\u015fma gibi unsurlar g\u00f6z \u00f6n\u00fcnde bulundurularak d\u00fczenleme yap\u0131lmal\u0131d\u0131r. Performansa dayal\u0131 \u00e7al\u0131\u015ft\u0131rma ortadan kald\u0131r\u0131lmal\u0131 ve temel \u00fccretler insanca ya\u015fayacak bir d\u00fczeye getirilmelidir. Temel \u00fccret belirlenirken e\u011fitim giderleri, \u00e7ocuk bak\u0131m \u00fccreti, konut edinme, sa\u011fl\u0131k vb. giderler esas al\u0131nmal\u0131d\u0131r. Yemek, giyecek, yakacak ve \u00e7ocuk yard\u0131mlar\u0131 g\u00fcn\u00fcm\u00fcz ya\u015fam ko\u015fullar\u0131 g\u00f6zetilerek g\u00fcncellenmeli ve bu haklar i\u00e7in yap\u0131lan \u00f6demeler sembolik bir katk\u0131 olmaktan \u00e7\u0131kar\u0131lmal\u0131d\u0131r. Servis, yemek ve kre\u015f hizmetleri t\u00fcm kamu emek\u00e7ileri i\u00e7in \u00fccretsiz olmal\u0131d\u0131r. N\u00f6bet tutulan ve vardiyal\u0131 birimlerde \u00e7al\u0131\u015fan emek\u00e7iler g\u00f6zetilerek 24 saat a\u00e7\u0131k, anadilinde ve nitelikli hizmet veren ve kamu eliyle \u00f6rg\u00fctlenmi\u015f kre\u015f hizmeti sunulmal\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\">6- Meslek ve i\u015f tan\u0131mlar\u0131 d\u00fczenlenmeli ve \u00e7al\u0131\u015fma standartlar\u0131 emek\u00e7iler taraf\u0131ndan belirlenmelidir. Uzun saatler \u00e7al\u0131\u015fma engellenmeli ve angarya yasaklanmal\u0131d\u0131r.
