Durum b\u00f6yle iken AKP\u2019nin yakla\u015f\u0131k 3 milyon kamu emek\u00e7isinin, iki milyon emeklinin ve aileleriyle birlikte ortalama yirmi milyondan fazla insan\u0131n iki y\u0131ll\u0131k mali, sosyal, \u00f6zl\u00fck ve demokratik haklar\u0131n\u0131 belirlemek istemesi do\u011fru de\u011fildir. Yasal olarak yetkisi olsa da me\u015fru de\u011fildir.<\/p>\n<p style=\"text-align: justify;\"><strong>4688 Say\u0131l\u0131 Yasa sorunludur,<\/strong> \u00e7\u00fcnk\u00fc 4688 say\u0131l\u0131 yasa ILO s\u00f6zle\u015fmeleri ba\u015fta olmak \u00fczere uluslararas\u0131 hukuk ve A\u0130HM kararlar\u0131na ayk\u0131r\u0131 i\u00e7eri\u011fi ile \u00f6zg\u00fcr toplu s\u00f6zle\u015fme hakk\u0131 \u00f6n\u00fcnde engeldir. Kamu emek\u00e7ileri AKP\u2019nin ve sermayenin insaf\u0131na terk edilmi\u015ftir. <strong>Yasan\u0131n bu halini H\u00fck\u00fcmet ile birlikte haz\u0131rlayan yanda\u015f konfederasyon \u00fcyesi olmayan y\u00fcz binlerce kamu emek\u00e7isinin iradesini gasp etmektedir. Dolays\u0131yla 4688 say\u0131l\u0131 yasa ile kamu emek\u00e7ilerinin hak ve \u00e7\u0131kar\u0131n\u0131 koruyup geli\u015ftirecek ger\u00e7ek bir T\u0130S yapmak m\u00fcmk\u00fcn de\u011fildir.<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Masa sorunludur,<\/strong> \u00e7\u00fcnk\u00fc y\u00fczdelik zam d\u0131\u015f\u0131nda kamu emek\u00e7ilerinin mali, sosyal, \u00f6zl\u00fck, demokratik hi\u00e7bir sorunu ve talebi masada konu\u015fulmamaktad\u0131r. 2013 y\u0131l\u0131ndaki T\u0130S masas\u0131n\u0131n hali ortadad\u0131r. Memur Sen ve h\u00fck\u00fcmet el ele vererek di\u011fer konfederasyonlar\u0131 by-pass etmi\u015f ve gizli toplant\u0131larla sat\u0131\u015f s\u00f6zle\u015fmesini imzalam\u0131\u015flard\u0131r. Yine kamu emek\u00e7ilerine dair t\u00fcm konular\u0131n bu masada belirlenmesi gerekirken h\u00fck\u00fcmet istedi\u011fi \u015fekilde ve zamanda d\u00fczenleme yapmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>Uluslararas\u0131 standartlara ve s\u00f6zle\u015fmelere uygun ger\u00e7ek bir T\u0130S masas\u0131 kurulmal\u0131, bunun i\u00e7in gerekli d\u00fczenlemeler yap\u0131lmal\u0131d\u0131r.<\/strong><\/p>\n<p style=\"text-align: justify;\">Dolays\u0131yla \u015feffaf, denetlenebilir ve b\u00fct\u00e7e hakk\u0131n\u0131n uyguland\u0131\u011f\u0131, tercihin sermayeden ve sava\u015ftan de\u011fil emek\u00e7ilerden ve bar\u0131\u015ftan yana kullan\u0131ld\u0131\u011f\u0131 halk yarar\u0131na bir b\u00fct\u00e7e yap\u0131lmal\u0131, b\u00f6yle bir b\u00fct\u00e7e ile T\u0130S masas\u0131na oturulmal\u0131d\u0131r.<\/p>\n<p style=\"text-align: justify;\">Durum bu kadar net iken, Konfederasyonumuz yeni H\u00fck\u00fcmetin ve H\u00fck\u00fcmet program\u0131n\u0131n netle\u015fmesi i\u00e7in T\u0130S g\u00f6r\u00fc\u015fmelerinin Eyl\u00fcl ya da Ekim aylar\u0131na ertelenmesini talep etmi\u015f ancak bug\u00fcne kadar h\u00fck\u00fcmetten konfederasyonumuzun talebine dair bir yan\u0131t gelmemi\u015ftir. <strong>Halbuki; 2012 y\u0131l\u0131nda T\u0130S g\u00f6r\u00fc\u015fmelerinin Eyl\u00fcl ay\u0131nda yap\u0131lmas\u0131na dair her \u00fc\u00e7 konfederasyonun ortak talebinin tutanak alt\u0131na al\u0131nm\u0131\u015f idi.<\/strong><\/p>\n<p style=\"text-align: justify;\">Toplu s\u00f6zle\u015fme g\u00f6r\u00fc\u015fmelerinin ba\u015flayaca\u011f\u0131 3 A\u011fustos Pazartesi g\u00fcn\u00fc usulen bir araya gelinip toplant\u0131 bitirilerek yap\u0131lacak de\u011fi\u015fiklik beklenmelidir.<\/p>\n<p style=\"text-align: justify;\"><strong>Kald\u0131 ki, T\u0130S g\u00f6r\u00fc\u015fmelerini devlet ad\u0131na y\u00fcr\u00fctecek olan ge\u00e7ici \u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakan\u0131 milletvekili bile de\u011fildir! Bu vesile ile t\u00fcm taraflar\u0131 kamu emek\u00e7ilerinin \u00e7\u0131kar\u0131 ad\u0131na sorumlu davranmaya \u00e7a\u011f\u0131r\u0131yoruz.<\/strong><\/p>\n<p style=\"text-align: justify;\">Aksi halde, MEMUR SEN bir kez daha milyonlarca kamu emek\u00e7isinin hak ve \u00e7\u0131karlar\u0131n\u0131 pe\u015fke\u015f \u00e7ekece\u011fini, yeni bir sat\u0131\u015f s\u00f6zle\u015fmesinin alt\u0131na imza ataca\u011f\u0131n\u0131 beyan etmi\u015f olacakt\u0131r.<\/p>\n<p style=\"text-align: justify;\">AKP h\u00fck\u00fcmeti \u201ckamu emek\u00e7ilerini enflasyona ezdirmedik\u201d s\u00f6ylemi ile kamuoyuna sahte bir refah alg\u0131s\u0131 yaratmaya \u00e7abalamaktad\u0131r.<br \/>\nA\u011fustos 2013 itibariyle AKP d\u00f6neminde kamu emek\u00e7ilerinin reel \u00fccretlerinde y\u00fczde 22\u2019lik net bir kay\u0131p vard\u0131. 2014 y\u0131l\u0131 i\u00e7in MEMUR SEN ve AKP aras\u0131ndaki toplu sat\u0131\u015f s\u00f6zle\u015fmesinde ortalama %5,2 olmu\u015ftur.<\/p>\n<p style=\"text-align: justify;\">Kald\u0131 ki, kamu emek\u00e7ileri sat\u0131\u015f s\u00f6zle\u015fmesi nedeniyle 2014 y\u0131l\u0131nda enflasyon fark\u0131 hakk\u0131n\u0131n gasp edilmesinin yan\u0131nda; ek ders \u00fccretleri, n\u00f6bet \u00fccretleri, ek \u00f6demeler, aile yard\u0131m\u0131, \u00e7ocuk paras\u0131, \u00f6zel hizmet tazminat\u0131, fazla mesai \u00fccretlerini de alamam\u0131\u015flard\u0131r.<\/p>\n<p style=\"text-align: justify;\"><strong>Toplamda AKP d\u00f6neminde kamu emek\u00e7ilerinin ortalama en az %25\u2019lik bir kayb\u0131 vard\u0131r. Bu kayb\u0131m\u0131z\u0131n kar\u015f\u0131lanmad\u0131\u011f\u0131 hi\u00e7bir art\u0131\u015f oran\u0131 kamu emek\u00e7ilerinin al\u0131n terinin ve eme\u011finin kar\u015f\u0131l\u0131\u011f\u0131 olmayacakt\u0131r.<\/strong><\/p>\n<p style=\"text-align: justify;\">KESK olarak her zaman halktan toplanan kaynaklar\u0131n halk i\u00e7in kullan\u0131lmas\u0131 i\u00e7in m\u00fccadele s\u00fcrd\u00fcrd\u00fck. \u0130\u015fyerlerinde ve alanlarda emek\u00e7ilerin temsilcisi olarak bu talebi y\u00fckselttik. Bu toplu s\u00f6zle\u015fme d\u00f6neminde de kamu emek\u00e7ilerinin haklar\u0131n\u0131n h\u00fck\u00fcmet ve yanda\u015f konfederasyonu taraf\u0131ndan gasp edilmemesi i\u00e7in m\u00fccadeleyi y\u00fckseltece\u011fiz.<br \/>\nBu kapsamda; Toplu s\u00f6zle\u015fme g\u00f6r\u00fc\u015fmelerinin ba\u015flayaca\u011f\u0131 3 A\u011fustos Pazartesi g\u00fcn\u00fc \u00c7al\u0131\u015fma bakanl\u0131\u011f\u0131 \u00f6n\u00fcnde yap\u0131lacak merkezi eylem i\u00e7in, Ankara\u2019da olaca\u011f\u0131z.<br \/>\nSendikal\u0131 olsun olmas\u0131n, t\u00fcm kamu emek\u00e7ilerini m\u00fccadeleyi b\u00fcy\u00fctmeye, gelece\u011fimize sahip \u00e7\u0131kmaya ve kamu emek\u00e7ilerinin ger\u00e7ek temsilcisi KESK etraf\u0131nda kenetlenmeye \u00e7a\u011f\u0131r\u0131yoruz. 31 Temmuz 2015<\/p>\n<p style=\"text-align: justify;\">\n<p style=\"text-align: justify;\"><strong>EK: TALEPLER\u0130M\u0130Z (\u00d6ZET):<\/strong><br \/>\nKonfederasyonumuz ve ba\u011fl\u0131 sendikalar\u0131m\u0131z\u0131n t\u00fcm talepleri Devlet Personel Ba\u015fkanl\u0131\u011f\u0131\u2019na iletilmi\u015f olup burada sadece baz\u0131 taleplerimizi ifade edece\u011fiz.<br \/>\nKar\u015f\u0131lanmad\u0131\u011f\u0131 i\u00e7in y\u0131llard\u0131r tekrar etti\u011fimiz ve art\u0131k bir \u00e7\u0131\u011fl\u0131\u011fa d\u00f6n\u00fc\u015fen taleplerimiz gayet a\u00e7\u0131kt\u0131r;<br \/>\n1) En d\u00fc\u015f\u00fck maa\u015f alan kamu emek\u00e7isinin (13. Derecenin 1. kademesindeki hizmetli) maa\u015f\u0131 2.900 TL&#8217; ye y\u00fckseltilmelidir.<br \/>\nBununla birlikte kamu emek\u00e7ilerine ayl\u0131k 290 TL aile\/e\u015f yard\u0131m\u0131, \u00e7ocuk ba\u015f\u0131na ayl\u0131k 232 TL \u00e7ocuk yard\u0131m\u0131, ayl\u0131k 276 TL yemek yard\u0131m\u0131, ayl\u0131k 395 TL kira yard\u0131m\u0131, ula\u015f\u0131m i\u00e7in ayl\u0131k abonman bilet, asgari \u00fccret tutar\u0131nda y\u0131lda iki ikramiye \u00f6denmelidir.<br \/>\n2) 4688 say\u0131l\u0131 yasa ILO NORMLARINA ve A\u0130HM kararlar\u0131na g\u00f6re d\u00fczenlenerek, \u00f6zg\u00fcr toplu s\u00f6zle\u015fme ve grev hakk\u0131 tan\u0131nmal\u0131d\u0131r.<br \/>\n3) \u00d6zelle\u015ftirilmeler durdurulmal\u0131d\u0131r. S\u00f6zle\u015fmeli, ta\u015feron esnek kurals\u0131z \u00e7al\u0131\u015fma yasaklanmal\u0131, 4\/b, 4\/c kadroya al\u0131nmal\u0131, herkese g\u00fcvenceli i\u015f ve gelecek sa\u011flanmal\u0131d\u0131r.<br \/>\n4) Ayr\u0131ms\u0131z t\u00fcm \u00e7al\u0131\u015fanlar\u0131 kapsayan yeni bir \u0130\u015f\u00e7i Sa\u011fl\u0131\u011f\u0131 ve G\u00fcvenli\u011fi Yasas\u0131 yap\u0131lmal\u0131, Meslek hastal\u0131klar\u0131 tan\u0131mlanmal\u0131d\u0131r.<br \/>\n5) Kamu ve \u00f6zel sekt\u00f6r d\u00e2hil t\u00fcm \u00e7al\u0131\u015fanlar\u0131n \u00fccretlerinin asgari \u00fccret tutar\u0131ndaki k\u0131sm\u0131 vergiden muaf tutulmal\u0131, \u00fczerindeki miktar i\u00e7in vergi kesintisinin en alt s\u0131n\u0131r\u0131na sabitlenmelidir.<br \/>\n6) T\u00fcm ek \u00f6demeler emeklili\u011fe ve emekli ayl\u0131\u011f\u0131na yans\u0131t\u0131lmal\u0131d\u0131r. \u00c7al\u0131\u015fanlara verilen promosyon t\u00fcm emeklilere de verilmelidir.<br \/>\n7) Anayasa Mahkemesinde kazand\u0131\u011f\u0131m\u0131z otuz y\u0131l\u0131 a\u015fan hizmetler i\u00e7in ikramiye \u00f6denmesi karar\u0131n\u0131n ilgili tarihten \u00f6nce emekli olanlar\u0131 da kapsayacak \u015fekilde yasal d\u00fczenleme yap\u0131lmal\u0131d\u0131r.<br \/>\n8) T\u0130S sonu\u00e7lar\u0131ndan etkilenen emeklilerin de toplu s\u00f6zle\u015fme masas\u0131nda temsiliyeti sa\u011flanmal\u0131d\u0131r.<br \/>\n9) Kamu emek\u00e7ilerine siyaset yapma yasa\u011f\u0131 kald\u0131r\u0131lmal\u0131d\u0131r.<br \/>\n10) Ek \u00f6demeleri d\u00fczenleyen 666 Say\u0131l\u0131 KHK ile yarat\u0131lan \u00fccret adaletsizli\u011fi ve ma\u011fduriyetler giderilerek, ayn\u0131 unvanda farkl\u0131 kamu kurumlar\u0131nda \u00e7al\u0131\u015fan t\u00fcm kamu emek\u00e7ilerine e\u015fit \u00fccret \u00f6denmelidir.<br \/>\n11) Ba\u015fta \u00f6\u011fretmenler olmak \u00fczere lisans mezunu t\u00fcm kamu emek\u00e7ilerinin ek g\u00f6stergeleri 3600&#8217;e, \u00f6nlisans mezunu olanlar\u0131n 3000&#8217;e \u00e7\u0131kar\u0131lmal\u0131, ek g\u00f6sterge adaletsizli\u011fine son verilmelidir.<br \/>\n12) Kadrola\u015fma, s\u00fcrg\u00fcn, rotasyon, soru\u015fturma, mobbing, m\u00fclakat gibi ayr\u0131mc\u0131l\u0131k yaratan b\u00fct\u00fcn uygulamalara son verilmelidir.<br \/>\n13) \u0130stihdam, terfi ve unvan de\u011fi\u015fikliklerinde cinsiyet e\u015fitli\u011fi sa\u011flanmal\u0131d\u0131r.<br \/>\n14) Kad\u0131n kamu emek\u00e7ilerine; \u00e7al\u0131\u015fma ya\u015fam\u0131nda uygulanan ayr\u0131mc\u0131l\u0131k, mobbing, bask\u0131 ve \u015fiddete son verilmeli, uygulayanlar hakk\u0131nda etkili cezai yapt\u0131r\u0131mlar getirilmelidir.<br \/>\n15) Engelli kamu emek\u00e7ilerinin \u00e7al\u0131\u015fma ko\u015fullar\u0131 iyile\u015ftirilerek, engel durumlar\u0131na uygun i\u015flerde \u00e7al\u0131\u015ft\u0131r\u0131lmalar\u0131 sa\u011flan\u0131r.<br \/>\n16) En az 50 \u00e7al\u0131\u015fan\u0131n bulundu\u011fu i\u015fyerlerinde \u00fccretsiz nitelikli anadilinde hizmet verecek kre\u015f ve bak\u0131mevleri a\u00e7\u0131lmal\u0131d\u0131r.<br \/>\n17) \u0130darenin kamu emek\u00e7ileri \u00fczerinde \u00e7e\u015fitli y\u00f6ntemlerle uygulad\u0131\u011f\u0131 bask\u0131lar son bulmal\u0131, ayr\u0131mc\u0131 politikalardan vazge\u00e7ilerek \u00f6zg\u00fcr \u00f6rg\u00fctlenme ortam\u0131 sa\u011flanmal\u0131d\u0131r.<br \/>\n18) Kamu hizmetleri herkese paras\u0131z, e\u015fit, nitelikli, ula\u015f\u0131labilir ve anadilinde olmal\u0131d\u0131r.
