H\u00fck\u00fcmet Program\u0131nda da kamu hizmetlerinde ve \u00e7al\u0131\u015fma ya\u015fam\u0131nda, k\u00fcreselle\u015fen sermayenin ihtiya\u00e7lar\u0131na uygun k\u00f6kl\u00fc de\u011fi\u015fiklikler \u00f6ng\u00f6r\u00fclmektedir. Sermayenin \u00e7\u0131karlar\u0131n\u0131 baz alan kurallar\u0131 hakim k\u0131lan, kazan\u0131lm\u0131\u015f haklar\u0131n geri al\u0131nmas\u0131na, sendikas\u0131zla\u015ft\u0131rmaya ve toplu pazarl\u0131k d\u00fczeninin i\u015flevsizle\u015ftirilmesine dayanan bu s\u00fcre\u00e7, emek\u00e7iler ve sendikalar a\u00e7\u0131s\u0131ndan fiili m\u00fccadelenin \u00f6nemini bir kez daha ortaya koymaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">H\u00fck\u00fcmetin g\u00fcvencesiz ve esnek \u00e7al\u0131\u015ft\u0131rma bi\u00e7imlerinin yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 ve kamu hizmetlerinin piyasala\u015ft\u0131r\u0131lmas\u0131 konusunda \u0131srar\u0131 bu programa da yans\u0131m\u0131\u015ft\u0131r. Dolay\u0131s\u0131yla \u00f6n\u00fcm\u00fczdeki d\u00f6nemin iki temel m\u00fccadele hatt\u0131n\u0131n yerel ayaklar\u0131n\u0131n iyi \u00f6rg\u00fctlenerek farkl\u0131 kamu hizmeti alanlar\u0131nda devam eden m\u00fccadelelerin ortakla\u015ft\u0131r\u0131lmas\u0131na b\u00fcy\u00fck ihtiya\u00e7 bulunmaktad\u0131r. AKP d\u00f6neminde kamu hukuku yap\u0131sal bir de\u011fi\u015fime u\u011frad\u0131\u011f\u0131ndan m\u00fccadelenin fiili m\u00fcdahalelerle \u00f6rg\u00fctlenmekten ba\u015fka \u015fans\u0131 bulunmamaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Genel Sa\u011fl\u0131k Sigortas\u0131: Prim \u00f6demeyene sa\u011fl\u0131k hizmeti yok!<\/p>\n<p style=\"text-align: justify;\">Sa\u011fl\u0131kta D\u00f6n\u00fc\u015f\u00fcm Program\u0131 \u00e7er\u00e7evesinde yoksullar\u0131n sa\u011fl\u0131k hizmetlerine eri\u015fimi genel sa\u011fl\u0131k sigortas\u0131 (GSS) ile ihtiya\u00e7 tespitine ba\u011fland\u0131. Yani vatanda\u015fl\u0131k stat\u00fcs\u00fcnde e\u015fitlik ger\u00e7ekle\u015fmiyor. \u00d6n\u00fcm\u00fczdeki g\u00fcnlerde, gelir testlerinin daha zorlay\u0131c\u0131 bi\u00e7imde yap\u0131lmas\u0131 s\u00f6z konusu olacak. SGK kapsam\u0131ndaki vatanda\u015flar ise her \u015fey i\u00e7in katk\u0131 pay\u0131 \u00f6demeye ve \u00f6zel sigortac\u0131l\u0131k sisteminden teminat paketinin d\u0131\u015f\u0131nda kalan sa\u011fl\u0131k hizmetleri i\u00e7in sa\u011fl\u0131k sigortas\u0131 sat\u0131n almak zorunda kalmaya devam edecek.<\/p>\n<p style=\"text-align: justify;\">Bilindi\u011fi gibi \u00f6zellikle yeni mezun olup i\u015fsiz durumda bulunanlar\u0131n GSS primlerini kendilerinin yat\u0131rmalar\u0131 gerekiyordu. Gelir testleri nedeniyle bu durumdaki ki\u015filerin b\u00fcy\u00fck \u00e7o\u011funlu\u011fu b\u00fcy\u00fck miktarda bor\u00e7lu g\u00f6r\u00fcn\u00fcyor ve bu nedenle sa\u011fl\u0131k kurumlar\u0131na eri\u015fimleri m\u00fcmk\u00fcn olmuyordu. Bu borcun \u00f6denmesinin maddi imkan\u0131 zaten bulunmuyordu. 64. H\u00fck\u00fcmet program\u0131nda konuyla ilgili d\u00fczenleme \u015fu \u015fekilde yer almaktad\u0131r: \u201cLise veya \u00fcniversite mezunu gen\u00e7lerimizin Genel Sa\u011fl\u0131k Sigortas\u0131 (GSS) giderlerinin iki y\u0131l s\u00fcreyle gelir testi yapmaks\u0131z\u0131n ve prim al\u0131nmaks\u0131z\u0131n devlet taraf\u0131ndan kar\u015f\u0131lanmas\u0131n\u0131 sa\u011flayaca\u011f\u0131z. B\u00f6ylece gen\u00e7lerimize \u00fccretsiz sa\u011fl\u0131k hizmeti sunmu\u015f olaca\u011f\u0131z. Ayr\u0131ca, gen\u00e7lerimizin genel sigorta bor\u00e7lar\u0131n\u0131 s\u0131f\u0131rlayaca\u011f\u0131z\u201d (64. H\u00fck\u00fcmet Program\u0131 s.56).<\/p>\n<p style=\"text-align: justify;\">\u0130\u015fsizlik durumunun iki y\u0131ldan daha fazla s\u00fcrmesi durumunda yeni mezun olan \u00f6\u011frencilerin sa\u011fl\u0131k hakk\u0131 yine gasp edilmektedir. Ayr\u0131ca yeni mezun olan gen\u00e7ler i\u00e7in bir d\u00fczenleme yap\u0131lm\u0131\u015f olmas\u0131na kar\u015f\u0131n, yoksulluk nedeniyle prim borcunu yat\u0131ramayan di\u011fer kesimler i\u00e7in onar\u0131c\u0131 bir d\u00fczenleme maalesef bulunmamaktad\u0131r. Programda \u201cPrim yap\u0131land\u0131rmalar\u0131n\u0131 ekonomik kriz ve do\u011fal afet gibi istisnai haller d\u0131\u015f\u0131nda uygulamayaca\u011f\u0131z\u201d (64. H\u00fck\u00fcmet Program\u0131 s.67) denilerek prim borcu bulunan yoksul ve i\u015fsizlerin sa\u011fl\u0131k hakk\u0131n\u0131n tan\u0131nmayaca\u011f\u0131 net bi\u00e7imde ifade edilmi\u015ftir.<\/p>\n<p style=\"text-align: justify;\">Asgari \u00dccret Yine A\u00e7l\u0131k S\u0131n\u0131r\u0131n\u0131n Alt\u0131nda Kalacak!<\/p>\n<p style=\"text-align: justify;\">1 Kas\u0131m se\u00e7imlerinde AKP\u2019nin \u00f6ne \u00e7\u0131kan ekonomik vaadi, asgari \u00fccretin 1300 TL\u2019ye y\u00fckseltilmesiydi. \u0130\u015f\u00e7i ya da kamu emek\u00e7isi t\u00fcm emek\u00e7ilerin bordrolar\u0131n\u0131n temel g\u00f6stergeleri asgari \u00fccrete ili\u015fkin kriterler \u00fczerinden belirlenir. Bu nedenle asgari \u00fccretin d\u00fczeyi hepimizi ilgilendiren bir meseledir. AKP bug\u00fcne kadar ekonomik b\u00fcy\u00fcme oranlar\u0131n\u0131 asgari \u00fccrete yans\u0131tmam\u0131\u015f, asgari \u00fccret alanlar\u0131 hayat pahal\u0131l\u0131\u011f\u0131 kar\u015f\u0131s\u0131nda savunmas\u0131z b\u0131rakm\u0131\u015ft\u0131r. Asgari \u00fccret pazarl\u0131klar\u0131n\u0131 simit-\u00e7ay hesab\u0131 \u00fczerinden y\u00fcr\u00fctmenin kendisi ba\u015fl\u0131 ba\u015f\u0131na utan\u00e7 vericidir.<\/p>\n<p style=\"text-align: justify;\">64. H\u00fck\u00fcmet program\u0131nda asgari \u00fccretin 1300 TL olmas\u0131 y\u00f6n\u00fcnde Asgari \u00dccret Tespit Komisyonu\u2019na teklif sunulaca\u011f\u0131 belirtilmektedir. \u00d6te yandan asgari \u00fccretin vergi d\u0131\u015f\u0131 b\u0131rak\u0131lmamas\u0131 sonucu, vergi dilimi nedeniyle ekimden ba\u015flayarak ortaya \u00e7\u0131kacak y\u00fczde 5\u2019lik kay\u0131p konusunda ise bir s\u00f6z s\u00f6ylenmemi\u015ftir. \u00dclke ekonomisini b\u00fcy\u00fcten i\u015f\u00e7ilerdir ve bu b\u00fcy\u00fcmeden do\u011fan haklar\u0131 verilmek zorundad\u0131r. Bu nedenle asgari \u00fccret en az 1900 TL olmal\u0131d\u0131r. Ancak asgari \u00fccretin 1300 TL\u2019ye y\u00fckseltilece\u011finin bile bir garantisi bulunmamaktad\u0131r. Yap\u0131lacak olan art\u0131\u015f\u0131n vergilerle geri al\u0131nmas\u0131 hesaplanmaktad\u0131r. Bunlar\u0131n yan\u0131 s\u0131ra sekt\u00f6re g\u00f6re farkl\u0131la\u015fan asgari \u00fccret uygulamas\u0131 da g\u00fcndeme getirilmek istenmektedir.<\/p>\n<p style=\"text-align: justify;\">Esnek \u0130stihdam Yayg\u0131nla\u015f\u0131yor!<\/p>\n<p style=\"text-align: justify;\">64. H\u00fck\u00fcmet program\u0131nda \u00e7al\u0131\u015fma hayat\u0131yla ilgili en belirgin vurgu, esnekli\u011fin artt\u0131r\u0131lmas\u0131 yani \u00e7al\u0131\u015fan kesimlerin elindeki haklar\u0131n budanmas\u0131 olarak g\u00f6ze \u00e7arpmaktad\u0131r. \u201c\u0130\u015fg\u00fcc\u00fc piyasalar\u0131na esneklik sa\u011flayan \u00e7al\u0131\u015fma bi\u00e7imlerini i\u015f ve sosyal g\u00fcvenlik mevzuat\u0131na ekleyece\u011fiz\u201d (64. H\u00fck\u00fcmet Program\u0131 s.87).<\/p>\n<p style=\"text-align: justify;\">Esneklik;<br \/>\n-\u00e7al\u0131\u015fanlar\u0131n farkl\u0131 i\u015flerde herhangi bir k\u0131s\u0131tlama olmadan \u00e7al\u0131\u015fmas\u0131,<br \/>\n-\u00e7al\u0131\u015fan say\u0131s\u0131n\u0131n istendi\u011fi gibi de\u011fi\u015ftirilebilmesi,<br \/>\n-i\u015fe alma ve i\u015ften \u00e7\u0131karmada i\u015fverene serbestlik tan\u0131nmas\u0131,<br \/>\n-\u00fcretim ko\u015fullar\u0131na g\u00f6re \u00e7al\u0131\u015fma s\u00fcrelerinin istenilen \u015fekilde ayarlanabilmesi,<br \/>\n-i\u015f\u00e7ilerin kolayl\u0131kla i\u015ften \u00e7\u0131kar\u0131labilmesi,<br \/>\n-\u00fccretlerin b\u00fcy\u00fck bir b\u00f6l\u00fcm\u00fcn\u00fcn ki\u015fisel ve\/veya i\u015fletme performans\u0131na ba\u011fl\u0131 olarak de\u011fi\u015fmesidir.<\/p>\n<p style=\"text-align: justify;\">Esnek \u00e7al\u0131\u015fma, 2003 y\u0131l\u0131 May\u0131s\u2019\u0131nda yasala\u015fan 4857 say\u0131l\u0131 \u0130\u015f Kanunu\u2019nda \u00e7e\u015fitli y\u00f6nleriyle ya\u015fama ge\u00e7irilmi\u015ftir. Ancak, h\u00fck\u00fcmet ve sermaye \u00f6rg\u00fctleri esnek \u00e7al\u0131\u015fman\u0131n t\u00fcm bi\u00e7imlerinin yasala\u015ft\u0131r\u0131lmas\u0131 ve uygulanmas\u0131n\u0131 talep etmektedir. Ta\u015feron \u015firketlerden ihale yoluyla i\u015f\u00e7i kiralamaktan \u00f6zel istihdam b\u00fcrolar\u0131ndan i\u015f\u00e7i kiralama uygulamalar\u0131na dek \u00e7e\u015fitli ara\u00e7larla g\u00fcvencesizlik derinle\u015ftirilmektedir. Bu g\u00fcvencesiz \u00e7al\u0131\u015ft\u0131rma bi\u00e7imlerinin \u00f6zellikle gen\u00e7ler ve kad\u0131nlara yayg\u0131nla\u015ft\u0131r\u0131lmas\u0131 planlanmaktad\u0131r. Bug\u00fcne kadar torba yasalar ve fiili uygulamalarla emek\u00e7ileri g\u00fcvencesizle\u015ftirme y\u00f6n\u00fcnde y\u0131k\u0131c\u0131 ad\u0131mlar at\u0131lm\u0131\u015ft\u0131r. Bu ad\u0131mlar\u0131n \u00e7o\u011fu y\u00fcr\u00fctt\u00fc\u011f\u00fcm\u00fcz hukuksal ve fiili m\u00fccadele ile geri \u00e7ekilmi\u015ftir. \u015eimdi bu g\u00fcvencesizle\u015ftirme uygulamalar\u0131 yasal d\u00fczenlemelerle kal\u0131c\u0131la\u015ft\u0131r\u0131lmak ve yayg\u0131nla\u015ft\u0131r\u0131lmak istenmektedir.<\/p>\n<p style=\"text-align: justify;\">Sa\u011fl\u0131kta g\u00fcvencesiz\/esnek \u00e7al\u0131\u015ft\u0131rma s\u00f6zle\u015fmeli 4-b, 4-c, 4924, vekil ebe-hem\u015firelik, gibi farkl\u0131 stat\u00fclerle yayg\u0131nla\u015f\u0131rken g\u00fcvencesiz \u00e7al\u0131\u015fman\u0131n en y\u0131k\u0131c\u0131 sonu\u00e7lar\u0131 ta\u015feron \u015firket i\u015f\u00e7ili\u011fiyle ger\u00e7ekle\u015fmektedir. AKP\u2019nin 1 Kas\u0131m se\u00e7im vaatleri aras\u0131nda bulunan ta\u015feron \u00e7er\u00e7evesinde as\u0131l i\u015flerde \u00e7al\u0131\u015fanlar\u0131n kadrolu istihdam\u0131 konusu h\u00fck\u00fcmet program\u0131nda yer almamaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Kamusal Sa\u011fl\u0131k Giderek Daral\u0131rken Sa\u011fl\u0131k Piyasas\u0131 Geni\u015fletiliyor!<\/p>\n<p style=\"text-align: justify;\">64. H\u00fck\u00fcmet program\u0131nda \u00f6ne \u00e7\u0131kan ba\u015fl\u0131lardan biri \u2018Sa\u011fl\u0131k End\u00fcstrilerinde Yap\u0131sal D\u00f6n\u00fc\u015f\u00fcm Program\u0131\u2019d\u0131r. Bu \u00e7er\u00e7evede,\u201d sa\u011fl\u0131k end\u00fcstrisi alan\u0131nda \u00fcretim yapacak KOB\u0130\u2019lere y\u00f6nelik finansal destek mekanizmalar\u0131 geli\u015ftirece\u011fiz. Buralarda \u00fcniversite-sanayi i\u015fbirli\u011fini art\u0131racak ve \u015firket k\u00fcmelenmelerini \u00f6zendirece\u011fiz (64. H\u00fck\u00fcmet Program\u0131 s.113) denilmektedir.<\/p>\n<p style=\"text-align: justify;\">Sa\u011fl\u0131\u011f\u0131n piyasala\u015ft\u0131r\u0131lmas\u0131n\u0131n bir di\u011fer aya\u011f\u0131 olan ve \u00f6z\u00fcnde kamudan \u00f6zel sekt\u00f6re kaynak aktar\u0131m\u0131 anlam\u0131n\u0131 ta\u015f\u0131yan Kamu-\u00d6zel Ortakl\u0131\u011f\u0131n\u0131n devam ettirilece\u011fi de ilan edilmektedir: \u201cKamu ve \u00f6zel kesim i\u015fbirli\u011fi alan\u0131nda halen da\u011f\u0131n\u0131k bir yap\u0131da olan mevzuat, tek bir \u00e7er\u00e7eve kanunla d\u00fczenlenecektir (s.85). Kamu-\u00d6zel Ortakl\u0131\u011f\u0131 \u00e7er\u00e7evesindeki baz\u0131 uygulamalara kamusal yarar a\u00e7\u0131s\u0131ndan dava a\u00e7\u0131lmas\u0131n\u0131n \u00f6n\u00fc de bu \u015fekilde kesilmek istenmektedir.<\/p>\n<p style=\"text-align: justify;\">Kad\u0131nlara K\u0131r\u0131nt\u0131 Verilip \u0130\u015f G\u00fcvenceleri Ellerinden Al\u0131n\u0131yor!<\/p>\n<p style=\"text-align: justify;\">\u201cDo\u011fum nedeniyle \u00fccretsiz izinde ge\u00e7en s\u00fcrelerin memuriyet k\u0131deminde de\u011ferlendirilmesini sa\u011flayaca\u011f\u0131z. \u0130\u015f\u00e7i ve memur t\u00fcm \u00e7al\u0131\u015fan kad\u0131nlar\u0131m\u0131za do\u011fuma ba\u011fl\u0131 olarak ilk \u00e7ocukta 2 ay, ikinci \u00e7ocukta 4 ay, \u00fc\u00e7\u00fcnc\u00fc ve \u00fczeri \u00e7ocukta 6 ay yar\u0131 zamanl\u0131, tam \u00fccretli \u00e7al\u0131\u015fma hakk\u0131 ve \u00e7ocu\u011fun okula ba\u015flama ya\u015f\u0131na kadar k\u0131smi s\u00fcreli \u00e7al\u0131\u015fma hakk\u0131 tan\u0131yaca\u011f\u0131z (64. H\u00fck\u00fcmet Program\u0131 s. 54).<\/p>\n<p style=\"text-align: justify;\">Oysa SES Olarak Toplu S\u00f6zle\u015fmeye Dair Taleplerimiz \u015f\u00f6yledir:<\/p>\n<p style=\"text-align: justify;\">-\u00dccretli do\u011fum izni 6 aydan 1 y\u0131la \u00e7\u0131kar\u0131ls\u0131n. \u00c7o\u011ful gebeliklerde do\u011fum ve s\u00fct izinleri art\u0131r\u0131ls\u0131n. Do\u011fumdan sonraki bir y\u0131lda da s\u00fct izni uygulamas\u0131 d\u00fczenlensin.<\/p>\n<p style=\"text-align: justify;\">-Kad\u0131n sa\u011fl\u0131k ve sosyal hizmet emek\u00e7ilerinin \u00fccretsiz do\u011fum izni s\u00fcresinde kademe atlama ile ilgili t\u00fcm s\u00fcre\u00e7lerinin herhangi bir kay\u0131p olu\u015fturmadan devam etmesi sa\u011flans\u0131n.<\/p>\n<p style=\"text-align: justify;\">-Annelik deneyimi olan kad\u0131n sa\u011fl\u0131k ve sosyal hizmet emek\u00e7ileri i\u00e7in esnek \u00e7al\u0131\u015fma de\u011fil erken emeklilik d\u00fczenlensin.<\/p>\n<p style=\"text-align: justify;\">\u00d6zelle\u015ftirmeler devam!<\/p>\n<p style=\"text-align: justify;\">\u201c\u00d6zelle\u015ftirme uygulamalar\u0131n\u0131, uzun vadeli sekt\u00f6rel \u00f6ncelikler \u00e7er\u00e7evesinde belirlenmi\u015f bir program d\u00e2hilinde s\u00fcrd\u00fcrece\u011fiz\u201d (64. H\u00fck\u00fcmet Program\u0131 s.83).<\/p>\n<p style=\"text-align: justify;\">Bilindi\u011fi gibi \u00f6zelle\u015ftirme pratikleri do\u011frudan sat\u0131\u015ftan kamu-\u00f6zel ortakl\u0131\u011f\u0131na dek geni\u015f bir \u00e7e\u015fitlilik g\u00f6stermektedir. Yukar\u0131da de\u011findi\u011fimiz gibi AKP H\u00fck\u00fcmeti kamu-\u00f6zel ortakl\u0131\u011f\u0131n\u0131 geni\u015fletmenin yan\u0131 s\u0131ra do\u011frudan sat\u0131\u015f \u015feklindeki \u00f6zelle\u015ftirme bi\u00e7imlerinin de uygulanmas\u0131 planlanmaktad\u0131r.<\/p>\n<p style=\"text-align: justify;\">Sonu\u00e7 olarak;<\/p>\n<p style=\"text-align: justify;\">-Uzun zamand\u0131r \u00f6zellikle kamu sa\u011fl\u0131k alan\u0131nda devam eden d\u00f6ner sermaye ve performansa dayal\u0131 \u00e7al\u0131\u015fma esnek ve g\u00fcvencesiz \u00e7al\u0131\u015ft\u0131rma bi\u00e7imi kamu hizmetlerinin t\u00fcm\u00fcne yayg\u0131nla\u015ft\u0131r\u0131lmak istenmektedir. G\u00fcvencesiz \u00e7al\u0131\u015ft\u0131rma \u00f6zellikle kad\u0131n ve gen\u00e7lere yayg\u0131nla\u015ft\u0131r\u0131lmak istenmektedir.<\/p>\n<p style=\"text-align: justify;\">-Ta\u015feron \u00e7al\u0131\u015ft\u0131rmaya ek olarak \u00f6zel istihdam b\u00fcrolar\u0131ndan i\u015f\u00e7i kiralanmas\u0131 uygulamas\u0131 kap\u0131dad\u0131r. H\u00fck\u00fcmet patronlar\u0131n talepleri do\u011frultusunda i\u015f\u00e7i ve emek\u00e7ilerin i\u015f g\u00fcvencesini budamak i\u00e7in haz\u0131rl\u0131k y\u00fcr\u00fctmektedir.<\/p>\n<p style=\"text-align: justify;\">-Asgari \u00fccretin d\u00fczeyi yoksulluk de\u011fil a\u00e7l\u0131k s\u0131n\u0131r\u0131n\u0131n alt\u0131nda kalmaya devam etmektedir.
