Kad\u0131nlar, tarihin ilk zamanlar\u0131ndan bu yana sa\u011falt\u0131m\u0131n bir par\u00e7as\u0131 olmu\u015ftur. Ancak bug\u00fcn, ebe ve hem\u015fireler, hastanelerin ve di\u011fer t\u00fcm sa\u011fl\u0131k kurumlar\u0131n\u0131n temel dinamikleri olmalar\u0131na ra\u011fmen, karar alma s\u00fcre\u00e7leri ve ekonomik haklar bak\u0131m\u0131ndan ikincil konuma itilmi\u015flerdir.<\/p>\n<p style=\"text-align: justify;\">Sa\u011fl\u0131k hizmetlerinin y\u00fcr\u00fct\u00fclmesinde ve s\u00fcreklili\u011finin sa\u011flanmas\u0131nda olduk\u00e7a \u00f6nemli bir yeri olan ebe ve hem\u015fireler, sa\u011fl\u0131k hizmetlerinin ticarile\u015fmesi ve sa\u011fl\u0131k sisteminin bu d\u00f6n\u00fc\u015f\u00fcme paralel olarak yap\u0131land\u0131r\u0131lmas\u0131 nedeniyle \u00f6nemli sorunlar ya\u015famaktad\u0131rlar. T\u00fcrkiye&#8217;de halka sunulan sa\u011fl\u0131k hizmetinin niteli\u011fi a\u00e7\u0131s\u0131ndan ebe ve hem\u015firelerin sorunlar\u0131 art\u0131k daha fazla g\u00f6z ard\u0131 edilemeyecek bir noktaya gelmi\u015f bulunmaktad\u0131r. \u00d6ncelikle, sa\u011fl\u0131kta d\u00f6n\u00fc\u015f\u00fcm program\u0131 ile yayg\u0131nla\u015ft\u0131r\u0131lan g\u00fcvencesizlik sonucunda ayn\u0131 okulu bitiren, ayn\u0131 i\u015fi yapan, ayn\u0131 unvana sahip ki\u015filerin farkl\u0131 \u00f6zl\u00fck ve mali haklara sahip olmas\u0131 kesinlikle kabul edilir bir durum de\u011fildir.<\/p>\n<p style=\"text-align: justify;\">Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131&#8217;n\u0131n 2013 istatistiklerine g\u00f6re, T\u00fcrkiye&#8217;de 139 bin 544 hem\u015fire aktif olarak \u00e7al\u0131\u015fmaktad\u0131r ve g\u00fcvencesiz \u00e7al\u0131\u015ft\u0131r\u0131lan hem\u015fire say\u0131s\u0131 giderek t\u0131rmanmaktad\u0131r. Vekil, 4\/C\u2019li istihdam edilen veya aile sa\u011fl\u0131\u011f\u0131 merkezlerinde kamu d\u0131\u015f\u0131 aile sa\u011fl\u0131\u011f\u0131 eleman\u0131 olarak \u00e7al\u0131\u015ft\u0131r\u0131lan biz ebe-hem\u015firelerin, kadro ve g\u00fcvence beklentisi 2016-2017 toplu s\u00f6zle\u015fmesinde de kar\u015f\u0131lanmam\u0131\u015ft\u0131r. Ta\u015feron i\u015f\u00e7ilere kadro d\u00fczenlemesine ili\u015fkin \u00e7al\u0131\u015fmalarda da bu stat\u00fclerde \u00e7al\u0131\u015fan ebe\/hem\u015fireler kapsam d\u0131\u015f\u0131 b\u0131rak\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p style=\"text-align: justify;\">Bunun yan\u0131 s\u0131ra kamu hastaneleri, her y\u0131l artan hasta say\u0131s\u0131na kar\u015f\u0131n yetersiz hem\u015fire kadrosu nedeniyle ihtiyac\u0131 kar\u015f\u0131layamamaktad\u0131r. T\u00fcrkiye\u2019de \u00e7al\u0131\u015fan hem\u015fireler olarak bizler AB \u00fclkelerine g\u00f6re 4 kat daha yo\u011fun i\u015f y\u00fck\u00fc ile kar\u015f\u0131 kar\u015f\u0131yay\u0131z. Sa\u011fl\u0131k alan\u0131nda \u015fiddete en fazla maruz kalan kesim yine biz hem\u015fireleriz.<\/p>\n<p style=\"text-align: justify;\">H\u00fck\u00fcmet taraf\u0131ndan haz\u0131rlanan fiili hizmet s\u00fcresi zamm\u0131na ili\u015fkin tasar\u0131da n\u00f6bet tutmayan sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131n\u0131n fiili hizmet s\u00fcresi hakk\u0131ndan yararlanamayaca\u011f\u0131 belirtilmektedir. Fiili hizmet s\u00fcresi zamm\u0131n\u0131n tutulan n\u00f6bete endeksli olmas\u0131 ve riskli birimleri dikkate almamas\u0131 h\u00fck\u00fcmetin bu \u00e7al\u0131\u015fmay\u0131 ne kadar y\u00fczeysel ele ald\u0131\u011f\u0131n\u0131 a\u00e7\u0131k\u00e7a ortaya koymaktad\u0131r. Sa\u011fl\u0131k hizmeti sunulan t\u00fcm alanlarda hem\u015firelik mesle\u011finin \u201ca\u011f\u0131r ve tehlikeli i\u015fler\u201d kapsam\u0131na al\u0131narak derhal harekete ge\u00e7ilmesi gerekmektedir.<\/p>\n<p style=\"text-align: justify;\">T\u00fcrkiye&#8217;de ebeler ve hem\u015fireler olarakhem kamuda hem de \u00f6zel sa\u011fl\u0131k alan\u0131nda kendi i\u015f tan\u0131mlar\u0131m\u0131z d\u0131\u015f\u0131nda ba\u015fka i\u015flerde de \u00e7al\u0131\u015fmaya zorlan\u0131yoruz. Neoliberal sa\u011fl\u0131kta d\u00f6n\u00fc\u015f\u00fcm program\u0131 bizlerinmesleki sorunlar\u0131n\u0131 daha da b\u00fcy\u00fctm\u00fc\u015f ve hem\u015firelik\u201cyard\u0131mc\u0131 sa\u011fl\u0131k eleman\u0131\u201d alg\u0131s\u0131yla y\u00fcr\u00fct\u00fclmeye ba\u015flanm\u0131\u015ft\u0131r. Mesle\u011fimizin g\u00f6rev s\u0131n\u0131rlar\u0131 belirsizle\u015ftirilerek mesleki ba\u011f\u0131ms\u0131zl\u0131\u011f\u0131m\u0131z yok edilmektedir.<\/p>\n<p style=\"text-align: justify;\">Hem\u015fireler olarak; hastanelerde ve birinci basamak sa\u011fl\u0131k hizmetleri alan\u0131nda i\u015f ve gelir g\u00fcvencesizli\u011fi, uzun s\u00fcreli \u00e7al\u0131\u015fma, yo\u011fun n\u00f6betler, angarya, d\u00fc\u015f\u00fck \u00fccret ve riskli \u00e7al\u0131\u015fma ko\u015fullar\u0131, performans, , zor ve gereksiz karma\u015f\u0131k g\u00f6revler, yetersiz dinlenme aralar\u0131 neoliberal toplam kalite y\u00f6netimi anlay\u0131\u015f\u0131 ve emeklili\u011fe yans\u0131mayan ek \u00f6demeler gibi sorunlar ile y\u00fcz y\u00fczeyiz.
