Ortaya \u00e7\u0131kan tablo OHAL hukuksuzlu\u011fu ve Memur-Sen sendikac\u0131l\u0131\u011f\u0131n\u0131n sonucudur.<\/p>\n<p>T\u00fcrkiye\u2019de \u00fccretli kesim T\u00fcrkiye eme\u011finin y\u00fczde 66-69\u2019unu olu\u015fturuyor.<\/p>\n<p>Ekonomik kriz, OHAL, ihra\u00e7lar, niteliksiz \u00fcniversiteler, e\u011fitimin gericile\u015ftirilmesi, m\u00fclteci g\u00f6\u00e7\u00fc, beyin g\u00f6\u00e7\u00fc gibi \u201c\u0130\u015fsizli\u011fi Kas\u0131tl\u0131 Artt\u0131ran Politikalar\u201d ile \u00fccretli kesimin reel olarak yoksulla\u015fmas\u0131 derinle\u015ftiriliyor. Bu kapsamda gerek asgari \u00fccretliler gerekse kamu emek\u00e7ileri ve ta\u015feron i\u015f\u00e7ileri s\u00fcregelen ekonomik kriz hali i\u00e7erisinde yoksulla\u015fm\u0131\u015flard\u0131r.<\/p>\n<p>Emek\u00e7ilerin zam talepleri k\u0131s\u0131tlan\u0131p, grevleri engellenirken y\u00fcksek enflasyon ve kur etkisi reel al\u0131m g\u00fc\u00e7lerini d\u00fc\u015f\u00fcr\u00fcyor. Birinci OHAL d\u00f6neminde 2,92-3,10 band\u0131nda bir e\u011filim sunan dolar, ikinci OHAL d\u00f6neminde 3,07-3,85 band\u0131nda ve \u00fc\u00e7\u00fcnc\u00fc OHAL d\u00f6neminde ise 3,71-3,88, d\u00f6rd\u00fcnc\u00fc ve be\u015finci OHAL d\u00f6neminde ise 3,49-3,74 band\u0131nda bir e\u011filim g\u00f6sterdi. Kur y\u00fckseli\u015flerinin ani ve \u00e7ok s\u0131k olmas\u0131 ama kur d\u00fc\u015f\u00fc\u015flerinin daha yava\u015f ve daha az ger\u00e7ekle\u015fmesi d\u0131\u015fa ba\u011f\u0131ml\u0131 bir ekonomi de bir\u00e7ok y\u00f6n\u00fcyle yap\u0131sal sorunlara yol a\u00e7acakt\u0131r.<\/p>\n<p>\u0130rrasyonel i\u00e7 ve d\u0131\u015f siyasetin ekonomiyi getirdi\u011fi nokta \u201c10 G\u00fcn bayram tatili\u201d ile ta\u00e7land\u0131! B\u00fct\u00e7enin a\u00e7\u0131k verdi\u011fi bu s\u00fcre\u00e7te Meclis tatilde, Yarg\u0131 Adli tatilde t\u00fcm memleket de bayram tatilinde! Memleket \u201cola\u011fan\u00fcst\u00fc bir halde\u201d ama herkes tatilde.<\/p>\n<p>Bu tatil havas\u0131nda g\u00fcndemi bir ayd\u0131r me\u015fgul eden bir konu da memurlar\u0131n 2020 y\u0131l\u0131na kadar alacaklar\u0131 zam odakl\u0131 toplu i\u015f s\u00f6zle\u015fmesi (T\u0130S) tart\u0131\u015fmas\u0131 oldu.<\/p>\n<p>Bu konu ile ilgili en temel sorunlardan biri, tart\u0131\u015fman\u0131n sadece zam \u00fczerinden gitmesidir.<\/p>\n<p>\u0130\u015fyerlerinde mobing, taciz, kay\u0131rmac\u0131l\u0131k gibi gittik\u00e7e yayg\u0131nla\u015fan sorunlardan ta\u015feron, 4-C, TYP, s\u00f6zle\u015fmeli gibi a-tipik \u00e7al\u0131\u015fma bi\u00e7imlerinin sorunlar\u0131na kadar bir\u00e7ok sorunun ele al\u0131n\u0131p \u00e7\u00f6z\u00fcm iradesinin sunulmas\u0131 gereken metin \u201cbu\u00e7uklu sendikal yakla\u015f\u0131mla\u201d kapand\u0131.<\/p>\n<p>Memur-Sen 21 A\u011fustos 2017 tarihinde m\u00fczakere edilebilir buldu\u011fu teklife eklenen tek bu\u00e7uk ile imza att\u0131. Kad\u0131n, engelli ve gen\u00e7 emek\u00e7ilerin i\u015f hayat\u0131nda ya\u015fad\u0131\u011f\u0131 bir \u00e7ok sorun g\u00fcndemle\u015ftirilmedi. \u00d6nceki T\u0130S\u2019te s\u00f6zle\u015fme alt\u0131na al\u0131nan bir\u00e7ok madde yerine getirilmedi.<\/p>\n<h2>Memur-Sen ne teklif etti, neye imza att\u0131?<\/h2>\n<p>Memur-Sen teklifinin enflasyon etkisiyle zaten negatif bir teklif oldu\u011fu, bu durumun \u00f6nceki y\u0131llarda da \u201cenflasyon fark\u0131\u201d al\u0131narak zaten teyit edildi\u011fi, hatta 2014 y\u0131l\u0131nda bu fark\u0131n da al\u0131nmad\u0131\u011f\u0131 ifade\u00a0<a href=\"https:\/\/bianet.org\/bianet\/emek\/188728-memur-sen-reel-zam-talep-etmiyor\"><strong>edilmi<\/strong><strong>\u015f<\/strong><strong>ti.<\/strong><\/a><\/p>\n<p>Ancak bu y\u0131l 22 A\u011fustosta imzalanan T\u0130S\u2019te Memur Sen teklifinin dahi yar\u0131s\u0131n\u0131n alt\u0131nda bir teklif kabul edildi. 2020 y\u0131l\u0131na kadar kamu emek\u00e7ileri kesinlikle reel bir yoksulla\u015fmaya terkedildi. Teklif ile kabul aras\u0131ndaki fark 17,5\u2019tur. Ancak zam art\u0131\u015flar\u0131n\u0131n bu oranlar \u00fczerinden yap\u0131lmas\u0131 yan\u0131lt\u0131c\u0131 olmaktad\u0131r. \u00d6nemli olan emek\u00e7ilerin ortalama ayl\u0131klar\u0131ndaki art\u0131\u015ft\u0131r.<\/p>\n<p>Memur-Sen Genel Ba\u015fkan\u0131 Ali Yal\u00e7\u0131n \u201ck\u00fcm\u00fclatif\u201d zamm\u0131n y\u00fczde 17,5 oldu\u011funu Twitter hesab\u0131nda deklere etti.<\/p>\n<p>Tekrar etmek gerekirse k\u00fcm\u00fclatif zam de\u011fil ortalama zam ger\u00e7ek\u00e7i bir de\u011ferlendirme imkan\u0131 sunacakt\u0131r. Yani say\u0131n Genel Ba\u015fkan ortalama zamlara da ili\u015fkin bir a\u00e7\u0131klama yapmal\u0131d\u0131r. Bu y\u00f6n\u00fcyle yap\u0131lan zamm\u0131n enflasyon alt\u0131nda oldu\u011fu daha net g\u00f6r\u00fclecektir. Bu nedenle 22 ay sonra Temmuz 2019 y\u0131l\u0131 zamm\u0131 \u00fczerinden ger\u00e7ekle\u015fecek duruma dayanarak bir de\u011ferlendirme yapmak yan\u0131lt\u0131c\u0131d\u0131r. Memurlar yetkili sendika olarak Memur-Sen\u2019i se\u00e7ti\u011fi i\u00e7in 2018-19 alt\u0131 ayl\u0131k d\u00f6nemleri i\u00e7in\u00a0 4+3,5+4+5 \u015feklinde d\u00f6nemsel zam s\u00f6zle\u015fmesi imzalam\u0131\u015flard\u0131r. Bu imzay\u0131 att\u0131ran Memur-Sen de\u011fil Memur-Sen\u2019i yetkili yapan memurlard\u0131r.<\/p>\n<p>D\u00f6nemsel zamm\u0131n ayl\u0131k maa\u015fa yans\u0131mas\u0131 2018 y\u0131l\u0131 i\u00e7in y\u00fczde 5,8 ve 2019 y\u0131l\u0131 i\u00e7in y\u00fczde 6,6 \u015feklinde olup ortalama zam 6,5 \u015feklinde olacakt\u0131r. Yani d\u00f6nem ba\u015f\u0131nda 100 birim maa\u015f alacak bir kamu emek\u00e7isinin ayl\u0131k maa\u015f art\u0131\u015f\u0131 ortalama olarak 6,5 birim olacakt\u0131r. D\u00f6nem maa\u015f\u0131 (Temmuz 2019\u2019dan itibaren) vergi dilimi etkisi hari\u00e7 tutuldu\u011funda 2.861 TL olacakt\u0131r.
