O nedenle de kad\u0131n mesle\u011fi olarak alg\u0131lanan hem\u015firelik sorunlar\u0131n\u0131n \u00e7\u00f6z\u00fcm\u00fcne y\u00f6nelik m\u00fccadeleyi kad\u0131n\u0131n \u00f6zg\u00fcrl\u00fck m\u00fccadelesinden ay\u0131rmak m\u00fcmk\u00fcn de\u011fildir.<\/p>\n<p>\u201cSa\u011fl\u0131kta D\u00f6n\u00fc\u015f\u00fcm Program\u0131\u2019yla sa\u011fl\u0131\u011f\u0131n piyasala\u015ft\u0131r\u0131ld\u0131\u011f\u0131, sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131n\u0131n i\u015f g\u00fcvencesinden yoksun, esnek ve kurals\u0131z \u00e7al\u0131\u015fmaya zorland\u0131\u011f\u0131 ve sosyal devlet anlay\u0131\u015f\u0131n\u0131n \u00e7ok \u00f6tesinde bir sa\u011fl\u0131k hizmeti sunumuyla kar\u015f\u0131 kar\u015f\u0131yay\u0131z.<br \/>\nSon d\u00f6nemlerde OHAL\u2019i bahane ederek \u00e7\u0131kar\u0131lan KHK\u2019larla sa\u011fl\u0131k emek\u00e7ilerinin i\u015f g\u00fcvencesinin fiilen ortadan kald\u0131r\u0131lmas\u0131, sa\u011fl\u0131k hizmetlerini sunma noktas\u0131nda hem\u015firelerin de bir\u00e7ok sorunla kar\u015f\u0131 kar\u015f\u0131ya kalmas\u0131na neden olmu\u015ftur.<\/p>\n<p>\u0130ster kamuda ister \u00f6zelde, nerede \u00e7al\u0131\u015f\u0131rsak \u00e7al\u0131\u015fal\u0131m hakk\u0131m\u0131z olan\u0131 istiyoruz.<\/p>\n<p>Sa\u011fl\u0131k ekibinin \u00f6znesi olan hem\u015firelerin, hekim d\u0131\u015f\u0131 sa\u011fl\u0131k \u00e7al\u0131\u015fan\u0131, yard\u0131mc\u0131 sa\u011fl\u0131k personeli, di\u011fer sa\u011fl\u0131k personeli, aile sa\u011fl\u0131\u011f\u0131 eleman\u0131 gibi ifadelerle tan\u0131mlanmas\u0131 hem\u015fire mesle\u011finin sayg\u0131nl\u0131\u011f\u0131n\u0131 zedelemektedir. Bu nedenle sa\u011fl\u0131k hizmeti sunumunun bir ekip hizmeti oldu\u011fu ilkesiyle hem\u015firelik mesle\u011finin \u00f6zerklik ilkesi derhal hayata ge\u00e7irilmelidir.<\/p>\n<p>Hem\u015firelik mesle\u011finin sorunlar\u0131n\u0131n ba\u015f\u0131nda ve en \u00f6nemlisi de i\u015f tan\u0131m\u0131 d\u0131\u015f\u0131nda ihtiya\u00e7 g\u00f6r\u00fcld\u00fc\u011f\u00fc her alanda \u00e7al\u0131\u015ft\u0131r\u0131lmas\u0131n\u0131n yan\u0131 s\u0131ra yetersiz istihdama ba\u011fl\u0131 a\u011f\u0131r i\u015f y\u00fck\u00fcd\u00fcr. Sa\u011fl\u0131k hizmeti sunumdaki art\u0131\u015f\u0131n son 10 y\u0131la oranla 3 kat artmas\u0131na ra\u011fmen hem\u015fire say\u0131s\u0131n\u0131n ihtiyaca yan\u0131t verecek d\u00fczeyde olmamas\u0131n\u0131n y\u00fck\u00fc yine fazla \u00e7al\u0131\u015fma ile hem\u015firelere y\u0131k\u0131lmaktad\u0131r. Bug\u00fcn yakla\u015f\u0131k 400 bin hem\u015fire istihdam\u0131na ihtiya\u00e7 varken, 2017 verilerine g\u00f6re aktif \u00e7al\u0131\u015fan 130 bin hem\u015fire ile sa\u011fl\u0131k hizmeti verilmeye \u00e7al\u0131\u015f\u0131lmaktad\u0131r.<\/p>\n<p>Bu durum bat\u0131 \u00fclkelerinin i\u00e7erisinde yer ald\u0131\u011f\u0131 hem\u015fire istihdam\u0131 g\u00f6stergelerinde \u00fclkemizin ne yaz\u0131k ki en alt s\u0131ralarda yer almas\u0131na da neden olmaktad\u0131r. Malpraktis riskini de artt\u0131ran, k\u00f6lece \u00e7al\u0131\u015fma ko\u015fullar\u0131n\u0131n ortadan kald\u0131r\u0131lmas\u0131 i\u00e7in hem\u015fire eksikli\u011fi biran \u00f6nce kadrolu ve g\u00fcvenceli istihdamla tamamlanmal\u0131d\u0131r.<\/p>\n<p>\u00dccretlerimizin yoksulluk s\u0131n\u0131r\u0131 alt\u0131nda olmas\u0131 ve performansa dayal\u0131 ek \u00f6deme uygulamalar\u0131, e\u015fitlik ve adalet duygusunun yitimine de neden olmaktad\u0131r. \u0130zinli ve raporlu olduklar\u0131 s\u00fcrenin d\u00f6ner sermaye \u00f6demelerinden kesilmesi hem\u015fireler ba\u015fta olmak \u00fczere sa\u011fl\u0131k \u00e7al\u0131\u015fanlar\u0131n\u0131n maddi ve manevi hak kay\u0131plar\u0131na neden olmaktad\u0131r.<\/p>\n<p>Bu nedenle sa\u011fl\u0131k emek\u00e7ilerinin gelirlerinin tamam\u0131 temel \u00fccret kabul edilip emeklili\u011fe yans\u0131t\u0131lmas\u0131 i\u00e7in yasal d\u00fczenlemelere gidilmeli, performansa ba\u011fl\u0131 d\u00f6ner sermaye de\u011fil, temel \u00fccretlerimiz insanca ya\u015fayacak d\u00fczeye y\u00fckseltilmelidir.<\/p>\n<p>\u00c7al\u0131\u015fma ve Sosyal G\u00fcvenlik Bakanl\u0131\u011f\u0131 (\u00c7SGB) mevzuat\u0131na g\u00f6re, tehlikeli ve \u00e7ok riskli hizmet s\u0131n\u0131f\u0131nda olan ve 7\/24 hizmet verirken her t\u00fcrl\u00fc riske ve \u015fiddete maruz kalan sa\u011fl\u0131k emek\u00e7ilerine fiili hizmet s\u00fcresi zamm\u0131 (y\u0131pranma pay\u0131) her se\u00e7im d\u00f6neminin propaganda malzemesine d\u00f6n\u00fc\u015fmesine ra\u011fmen verilmemesi kabul edilemez bir durumdur.<br \/>\nBu nedenle amas\u0131z, fakats\u0131z sa\u011fl\u0131k ve sosyal hizmet sunan b\u00fct\u00fcn kurumlarda \u00e7al\u0131\u015fanlara 5 y\u0131la 1 y\u0131l fiili hizmet s\u00fcresi zamm\u0131m\u0131z\u0131 istiyoruz.<\/p>\n<p>Gece g\u00fcnd\u00fcz demeden g\u00fcn\u00fcn 24 saati hizmet sunan sa\u011fl\u0131k emek\u00e7ilerinin en \u00f6nemli sorunlar\u0131ndan biri de kre\u015ftir. Her i\u015fyerine 7 g\u00fcn 24 saat hizmet veren \u00fccretsiz, nitelikli, anadilinde kre\u015f a\u00e7\u0131lmal\u0131d\u0131r.<br \/>\nDo\u011fumdan \u00f6nce 8 hafta, do\u011fumdan sonra 8 hafta olan \u00fccretli do\u011fum izinleri yeterli de\u011fildir. Bu nedenle \u00fccretli do\u011fum izinleri do\u011fumdan \u00f6nce 8 hafta, do\u011fumdan sonra 16 hafta olmak \u00fczere toplam 24 hafta olarak yeniden d\u00fczenlenmelidir.<\/p>\n<p>Hem\u015fireler y\u00f6neticiler ve i\u015f arkada\u015flar\u0131 taraf\u0131ndan mobbing uygulamalar\u0131na maruz kald\u0131\u011f\u0131 bilinmektedir. \u0130\u015f yerinde mobbing uygulamalar\u0131 ile ilgili tan\u0131mlamalar ve yasal d\u00fczenlemeler daha net hale getirilmeli ve \u00f6zellikle sa\u011fl\u0131k hizmetleri ortam\u0131ndaki mobbing vakalar\u0131 ile etkili m\u00fccadele edilmelidir.<br \/>\n\u0130\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi yasas\u0131, uygulamada ve y\u00fcr\u00fcrl\u00fckte oldu\u011fu halde psiko-sosyal riskler, t\u00fckenmi\u015flik, radyasyon, fiziksel riskler ve \u015fiddet gibi bir\u00e7ok riskle kar\u015f\u0131 kar\u015f\u0131ya olan hem\u015firelerin \u00e7al\u0131\u015ft\u0131\u011f\u0131 birimlerde i\u015f sa\u011fl\u0131\u011f\u0131 ve g\u00fcvenli\u011fi uygulamalar\u0131na gereken \u00f6nem verilmemektedir.
