Bu durum bile tek ba\u015f\u0131na 5,5 milyon kamu emek\u00e7isine ve emekliye verilen de\u011feri ortaya koymaktad\u0131r.A\u00e7\u0131klanan mutabakat ise kamu emek\u00e7ilerine, emeklilere verilen de\u011feri g\u00f6steren bir belgedir.<\/p>\n<p>Var\u0131lan mutabakata g\u00f6re;<\/p>\n<p>Buna g\u00f6re h\u00fck\u00fcmetin 12 A\u011fustos\u2019ta yapt\u0131\u011f\u0131 ilk teklifin 2022 y\u0131l\u0131 i\u00e7in sadece 1 puan, 2022 i\u00e7in ise 2 puan, yani toplamda 3 puan art\u0131r\u0131ld\u0131\u011f\u0131 mutabakat b\u00fcy\u00fck kazan\u0131m, bir ba\u015far\u0131 gibi sunulmaktad\u0131r.<\/p>\n<p>Oysa bir toplu s\u00f6zle\u015fmenin ba\u015far\u0131l\u0131 ya da iyi bir toplu s\u00f6zle\u015fme olarak g\u00f6sterilmesinin kriterleri a\u00e7\u0131kt\u0131r. Bir toplu s\u00f6zle\u015fmede ba\u015far\u0131n\u0131n temel kriteri ne talep etti\u011finiz, ne ald\u0131\u011f\u0131n\u0131z aras\u0131ndaki makas\u0131n a\u011fz\u0131 ile \u00f6l\u00e7\u00fcl\u00fcr.<\/p>\n<p>Buna g\u00f6re masaya \u201cyetkili\u201d s\u0131fat\u0131 ile oturanlar ve bu d\u00f6nem ortak hareket ettikleri konfederasyon 2022 i\u00e7in %21 maa\u015f art\u0131\u015f\u0131 art\u0131 %3 refah pay\u0131 art\u0131 600 TL \u00f6nceki d\u00f6nem kayb\u0131 talep etmi\u015ftir. Yani 2022 y\u0131l\u0131 i\u00e7in %39 maa\u015f art\u0131\u015f\u0131 talep etmi\u015ftir. Buna kar\u015f\u0131m 2022 y\u0131l\u0131 i\u00e7in alt\u0131\u015far ayl\u0131k dilimler halinde %.5.+%7 maa\u015f art\u0131\u015f\u0131na imza atm\u0131\u015ft\u0131r.<\/p>\n<p>Yine 2023 i\u00e7in %17 maa\u015f art\u0131\u015f\u0131 + %3 refah pay\u0131 teklifine kar\u015f\u0131l\u0131k alt\u0131\u015far ayl\u0131k dilimler halinde %8 + %6 oran\u0131na imza at\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>K\u0131sacas\u0131 iki y\u0131l i\u00e7in toplamda %67,2 maa\u015f art\u0131\u015f\u0131 teklif eden \u201cyetkili\u201d konfederasyon iki y\u0131l i\u00e7in toplamda %26 oran\u0131na imza atm\u0131\u015ft\u0131r.<\/p>\n<p>Teklif ve var\u0131lan mutabakat aras\u0131nda iki y\u0131l i\u00e7in toplamda 41 puan fark vard\u0131r. Bunun anlam\u0131 5,5 milyon kamu emek\u00e7isinin ve emeklinin en az bir y\u0131l\u0131n\u0131n \u00e7al\u0131nmas\u0131d\u0131r.<\/p>\n<p>Buna ra\u011fmen sanki b\u00fcy\u00fck bir l\u00fctufmu\u015f gibi, alt\u0131\u015far ayl\u0131k d\u00f6nemlerde enflasyon fark\u0131n\u0131n olu\u015fmas\u0131 durumunda s\u00f6z konusu fark\u0131n maa\u015flara yans\u0131t\u0131laca\u011f\u0131 ifade edilmi\u015ftir.<\/p>\n<p>\u00d6te yandan refah pay\u0131 talebi yine g\u00f6rmezden gelinmi\u015ftir. Bunun yerine hakli haz\u0131rda sadece sendika \u00fcyesi kamu emek\u00e7ilerinin yararland\u0131\u011f\u0131 y\u0131ll\u0131k 135 TL tutar\u0131ndaki toplu s\u00f6zle\u015fme ikramiyesi y\u0131ll\u0131k 235 TL art\u0131r\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>S\u00f6z konusu art\u0131\u015ftan sendika \u00fcyesi olmayan toplamda en az 1 milyon 800 bin kamu emek\u00e7isi ve 2 milyon kamu emek\u00e7isi emeklisi yararlanamayacakt\u0131r.<\/p>\n<p>Dolay\u0131s\u0131yla toplu s\u00f6zle\u015fme ikramiyesinde art\u0131\u015fla refah pay\u0131 talebi ile k\u0131yaslanmas\u0131 veya \u201crefah pay\u0131 vermiyoruz ama toplu s\u00f6zle\u015fme ikramiyesini art\u0131rd\u0131k\u201d denmesinin bir kar\u015f\u0131l\u0131\u011f\u0131 yoktur.<\/p>\n<p>Ayr\u0131ca mutabakat\u0131n sunumunda \u00dc\u00e7 y\u0131l \u00f6nce bizzat Cumhurba\u015fkan\u0131 taraf\u0131ndan verilen 3600 ek g\u00f6sterge s\u00f6z\u00fc hakk\u0131nda \u201ctoplu s\u00f6zle\u015fme d\u00f6nemi i\u00e7inde yapaca\u011f\u0131m\u0131z \u00e7al\u0131\u015fmalar\u0131 meclise yasa haline getirilmek \u00fczere g\u00f6nderece\u011fiz\u201d denilmi\u015ftir.<\/p>\n<p>Y\u0131llard\u0131r kadro bekleyen, bug\u00fcn say\u0131lar\u0131 be\u015f y\u00fcz bini a\u015fan s\u00f6zle\u015fmeli personel konusu ise \u201c3+1 sistemi \u00fczerinde \u00e7al\u0131\u015faca\u011f\u0131z\u201d gibi net olmayan, k\u00f6\u015feli \u2018vaatlerle ge\u00e7i\u015ftirilmi\u015ftir.<\/p>\n<p>K\u0131sacas\u0131 3600 ek g\u00f6sterge ve s\u00f6zle\u015fmeli personel konular\u0131nda yine suya yaz\u0131lm\u0131\u015ft\u0131r.
