Asgari \u00fccrete 2014 y\u0131l\u0131n\u0131n ilk 6 ay\u0131 i\u00e7in y\u00fczde 5, ikinci 6 ay i\u00e7inse y\u00fczde 6 zam yap\u0131ld\u0131. B\u00f6ylece \u015fu an\u00a0 net\u00a0 804 TL olan asgari \u00fccret ilk 6 ay i\u00e7in net 846 TL (br\u00fct 1071 TL), ikinci 6 ay i\u00e7inse net 891 TL (Br\u00fct 1134) olarak belirlendi. Ayr\u0131ca Asgari \u00fccrette 16 ya\u015f alt\u0131 s\u0131n\u0131r\u0131 kald\u0131r\u0131ld\u0131. T\u00fcrk-\u0130\u015f asgari \u00fccret art\u0131\u015f\u0131n\u0131 yetersiz bularak \u015ferh koyarken, 16 ya\u015f s\u0131n\u0131r\u0131n\u0131n kald\u0131r\u0131lmas\u0131na da i\u015fveren sendikas\u0131 T\u0130SK \u015ferh koydu. Ayr\u0131ca \u00fc\u00e7 \u00e7ocuk sahibi asgari \u00fccretli vergiden muaf tutuldu.<\/p>\n<p><strong>AYAKKABI KUTULARI \u0130ST\u0130FLEN\u0130RKEN<\/strong><\/p>\n<p>Yap\u0131lan a\u00e7\u0131klamada y\u0131ll\u0131k zam oran\u0131 y\u00fczde 11 olarak ifade edilirken, ger\u00e7ek rakam\u0131n y\u00fczde 8 oldu\u011fu g\u00f6r\u00fcld\u00fc. Bu, g\u00fcnl\u00fck 1 lira 40 kuru\u015fa tekab\u00fcl ediyor. Asgari \u00fccret ayakkab\u0131 kutusu bir yana ancak kibrit kutusunu doldurmaya yetti.<br \/>\nH\u00fck\u00fcmetin hem b\u00fct\u00e7e kanununda hem de h\u00fck\u00fcmet program\u0131nda y\u00fczde 3 olarak \u00f6ng\u00f6rd\u00fc\u011f\u00fc, T\u0130SK\u2019in y\u00fczde 4.5+5 teklif etti\u011fi asgari \u00fccrette T\u00fcrk-\u0130\u015f\u2019in en d\u00fc\u015f\u00fck memur maa\u015f\u0131 olan 1818 liral\u0131k talebi dikkat al\u0131nmad\u0131.<br \/>\nGe\u00e7en y\u0131l da asgari \u00fccrete y\u00fczde 4.1+4.4 oran\u0131nda zam yap\u0131lm\u0131\u015f, sendikalar tepki g\u00f6stermi\u015fti.<br \/>\nAsgari \u00dccret Tespit Komisyonunun son toplant\u0131s\u0131 g\u00fcnlerdir erteleniyordu. Son olarak pazartesi g\u00fcn\u00fc yap\u0131lmas\u0131 kararla\u015ft\u0131r\u0131lan toplant\u0131 d\u00fcn yap\u0131ld\u0131. H\u00fck\u00fcmetin soru\u015fturmalar, ele\u015ftiriler ve bakanlar\u0131n istifas\u0131yla b\u00f6ylesine s\u0131k\u0131\u015ft\u0131\u011f\u0131 bir d\u00f6nemde, kimileri asgari \u00fccrete daha y\u00fcksek bir zam yap\u0131lmas\u0131n\u0131 bekliyordu. Kay\u0131t d\u0131\u015f\u0131 ve g\u00fcvencesiz \u00e7al\u0131\u015fanlar dahil edilip asgari \u00fccrete bile eri\u015femeyenler dikkate al\u0131nd\u0131\u011f\u0131nda bu oran daha da y\u00fckseliyor. Asgari \u00fccret sadece asgari \u00fccretlilerin de\u011fil t\u00fcm emek\u00e7ilerin hem toplus\u00f6zle\u015fme zamm\u0131n\u0131n belirlenmesinde hem de bireysel s\u00f6zle\u015fmelerde temel g\u00f6sterge oluyor.<br \/>\nAsgari \u00fccretlinin ya\u015fam ko\u015fullar\u0131n\u0131n en \u00f6nemli g\u00f6stergelerinden birisi g\u0131da harcamalar\u0131 oldu. Y\u0131llar i\u00e7inde bu harcamalar\u0131n \u00fccret i\u00e7indeki pay\u0131 azald\u0131. Bu azalma sosyal ve k\u00fclt\u00fcrel harcamalardaki art\u0131\u015fla birle\u015fse bir anlam kazanabilirdi. Ancak b\u00f6yle olmad\u0131: 2003 y\u0131l\u0131nda gelirinin y\u00fczde 40.6\u2019s\u0131n\u0131 g\u0131daya ay\u0131rabilen asgari \u00fccretli \u00e7e\u015fitli nedenlerle bar\u0131nma, \u0131s\u0131nma ve ula\u015ft\u0131rma gibi zorunlu harcama kalemlerine yapt\u0131\u011f\u0131 harcamalara daha fazla kaynak ay\u0131rmak durumunda kald\u0131. A\u00e7\u0131k\u00e7as\u0131 bo\u011faz\u0131ndan k\u0131st\u0131. Asgari \u00fccretli 2012 y\u0131l\u0131nda toplam t\u00fcketim harcamalar\u0131n\u0131n sadece y\u00fczde 29\u2019unu g\u0131da harcamalar\u0131 i\u00e7in yapabiliyordu. Buna kar\u015f\u0131n 10 y\u0131ll\u0131k zaman diliminde konut ve kira ile ula\u015ft\u0131rma maliyetlerinin harcamalar i\u00e7indeki pay\u0131 toplam y\u00fczde 9 artt\u0131.<\/p>\n<p>D\u0130SK-AR taraf\u0131ndan, T\u00fcrkiye\u2019ye \u00d6zg\u00fc Beslenme Kal\u0131b\u0131 ve T\u00dc\u0130K Madde fiyatlar\u0131 dikkate al\u0131narak yap\u0131lan hesaplamaya g\u00f6re 4 ki\u015filik bir ailenin g\u00fcnl\u00fck sa\u011fl\u0131kl\u0131 beslenebilmesi i\u00e7in kas\u0131m 2013 itibari ile ortalama 1121 TL g\u0131da harcama yapmas\u0131 gerekiyor. Buna g\u00f6re asgari \u00fccretli, 1 ki\u015finin sa\u011fl\u0131kl\u0131 beslenmesi i\u00e7in gerekli olan g\u0131da harcamas\u0131 ile 4 ki\u015fiyi doyurmaya \u00e7al\u0131\u015f\u0131yor.<br \/>\n<strong><br \/>\nYOKSULLUK D\u0130Z BOYU<\/strong><\/p>\n<p>Asgari \u00fccretlinin derdi mutfak harcamalar\u0131yla s\u0131n\u0131rl\u0131 de\u011fil. Kas\u0131m 2013 tarihi itibari ile ortalama kira bedeli 577 TL\u2019yi bulurken, asgari \u00fccretlinin kira ve di\u011fer konut harcamalar\u0131 i\u00e7in ay\u0131rabildi\u011fi tutar sadece 266 TL olacak. Buna g\u00f6re asgari \u00fccretli en sa\u011fl\u0131ks\u0131z \u00e7evrede, kentsel donat\u0131 hizmetlerinin en az oldu\u011fu, deprem riski alt\u0131ndaki konutlarda ya\u015famak zorunda b\u0131rak\u0131l\u0131yor.<\/p>\n<p>Asgari \u00fccretlinin halini T\u00dc\u0130K verileri de ortaya koyuyor: \u201cN\u00fcfusun y\u00fczde 86.5\u2019i \u201cevden uzakta bir haftal\u0131k tatili\u201d, y\u00fczde 67.6\u2019s\u0131 \u201cbeklenmedik harcamalar\u0131n\u0131\u201d ve y\u00fczde 80.3\u2019\u00fc \u201cy\u0131pranm\u0131\u015f ve eskimi\u015f mobilyalar\u0131n\u0131 yenileme ihtiyac\u0131n\u0131\u201d ekonomik nedenlerle kar\u015f\u0131layam\u0131yor. Buna g\u00f6re 62.6 milyon vatanda\u015f tatil yapam\u0131yor, 58 milyon vatanda\u015f eskimi\u015f, y\u0131pranm\u0131\u015f mobilyalar\u0131n\u0131 paras\u0131 olmad\u0131\u011f\u0131 i\u00e7in yenileyemiyor.\u201d<\/p>\n<p style=\"text-align: justify;\"><strong>ASGAR\u0130 \u00dcCRET ER\u0130D\u0130<\/strong><\/p>\n<p style=\"text-align: justify;\">Yine D\u0130SK-AR\u2019\u0131n, \u201cAsgari \u00fccret ve ekonomik b\u00fcy\u00fcme\u201d raporu, verimlilik ve ekonomik b\u00fcy\u00fcmenin asgari \u00fccrete yans\u0131mad\u0131\u011f\u0131, asgari \u00fccretin y\u0131llar i\u00e7inde eridi\u011fini g\u00f6steriyor. 1978\u2019den bu yana ekonomi sabit fiyatlarla 3.8 kat, ki\u015fi ba\u015f\u0131na d\u00fc\u015fen milli gelir 2.4 kat artarken ger\u00e7ek\/reel asgari \u00fccret neredeyse yerinde sayd\u0131. 1999 y\u0131l\u0131ndan 2011 y\u0131l\u0131na kadar ge\u00e7en s\u00fcrede imalat sanayinde emek \u00fcretkenli\u011fi y\u00fczde 75 oran\u0131nda artarken ayn\u0131 d\u00f6nemde reel \u00fccretler y\u00fczde 5 oran\u0131nda geriledi. Rapora g\u00f6re; asgari \u00fccretin geli\u015fme seyri, ki\u015fi ba\u015f\u0131na d\u00fc\u015fen milli gelirdeki art\u0131\u015f ile paralel gitmesi halinde 35 y\u0131lda net 1634 lira olmal\u0131yd\u0131.\n<\/p>\n<p style=\"text-align: justify;\"><strong>S\u0130M\u0130T-\u00c7AYA DA YETM\u0130YOR<br \/>\n<\/strong>Ba\u015fbakan Erdo\u011fan Mecliste 2014 b\u00fct\u00e7esine y\u00f6nelik ele\u015ftirileri yan\u0131tlad\u0131\u011f\u0131 konu\u015fmas\u0131nda asgari \u00fccreti \u00e7ay-simit hesab\u0131yla savunmu\u015ftu. Bir emek\u00e7i ailesinin asgari \u00fccretle rahat rahat \u00fc\u00e7 \u00f6\u011f\u00fcn \u00e7ay-simit yiyebilece\u011fini s\u00f6ylemi\u015fti.<br \/>\nAncak Ba\u015fbakan bu hesab\u0131 da yanl\u0131\u015f yapm\u0131\u015ft\u0131. Ya da ba\u015fka bir hesapla; simit 1 lira, \u00e7ay da 1 lira&#8230; Toplam yine 2 lira&#8230; 5 ki\u015filik bir ailenin simit \u00e7ay \u00f6\u011f\u00fcn\u00fc ise 10 lira.
